Climate adaptation grant

Gemeente RotterdamNetherlandsup to 40k EURcloses 31 Dec 2026

Grants for owners, tenants and resident groups in Rotterdam to add greenery, store rainwater and reduce heat around existing buildings.

You can add planted gardens or roofs, capture rainwater, connect rainwater drainage to a separate sewer, add green façades, or install new shading and ventilation grilles. The grant supports reasonable costs directly linked to the work, up to €40,000 per application.

The amounts depend on what you add:

  • Rainwater storage: €250 per additional 500 litres. Connecting a building or plot to a separate rainwater sewer, or preparing for a sewer to be built, receives €500; only one connection per plot qualifies.
  • New planted surface: €10 per m². Plants on the regulation’s biodiversity list add €1 per plant or herb, €2 per shrub and €10 per tree. Vertical greenery receives €10 per m².
  • New solar screens: €62.50 per m²; awnings: €150 per metre of width; solar-control film: €70 per m². Each of these measure rates has a maximum of €700 per dwelling or business building. Solar-control glass receives €42.50 per m², up to €400 per dwelling or business building.
  • New ventilation grilles: €50 each, with at most one per room. Shade sails: €15 each, with at most two per dwelling or business building.

Keep the facilities for at least five years and install and maintain them properly. After the work, apply for the final grant determination with itemised invoices or material receipts, a specification of the completed measures and at least two completion photos. Underground work also needs at least two photos taken during installation.

Eligibility

You and the building or plot must be within the municipality of Rotterdam. Private and business owners, tenants, owners’ associations (VvEs), neighbourhood corporations and Wijk BVs can apply. Nonprofit organisations and foundations can apply collectively on behalf of residents. Tenants need the owner’s permission. Government organisations are excluded; housing corporations use a separate scheme.

  • Add at least 20 m² of planted surface. Green roofs must hold at least 30 litres of water per m². The listed-plant bonus requires at least 20 m² of added planted surface. Trees must have a trunk circumference of at least 6 cm, measured one metre above ground; seeds are excluded.
  • Add at least 500 litres of rainwater storage, connected to at least 3 m² of paved surface per 500 litres. A rain barrel must have an outlet.
  • Vertical greenery must add at least 2 m² per dwelling or business building.
  • Shading and ventilation grilles must be new additions, rather than replacements. Solar-control film must be installed by a specialist company. Grilles for air conditioning and mechanical ventilation systems are excluded.

Newbuild projects and bare land do not qualify. Municipal work is excluded. The city may refuse support for activities on its publicly owned land or when the same activities already qualify for another municipal subsidy.
