Förderprogramm Klimaneutrale Gebäude

City of MunichGermanyup to 320 EUR

A grant for Munich residents buying and installing a new balcony solar device, paying €0.40 per watt peak up to €320 and 50% of eligible costs.

The Förderprogramm Klimaneutrale Gebäude (FKG) includes support for small plug-in solar devices that supply electricity to your home. This entry covers the ordinary resident route for a new device with up to 800 watt peak (Wp) of module capacity and an inverter of no more than 800 watts. Wp measures the solar modules’ rated output; the inverter converts their electricity for your home. The grant is €0.40 per module Wp, capped at €320 per dwelling and 50% of eligible purchase, installation and fixing costs.

The city reimburses eligible costs after checking your completion documents and issuing its decision. Costs include VAT if you cannot deduct it; otherwise the calculation uses net costs. Orders and invoices must be in your name and paid from your bank account. Payment goes to that account. There is no legal entitlement: awards depend on the municipal budget and the order in which complete, examinable applications and completion proofs arrive.

Eligibility

  • You must be a private individual with a main or secondary residence in Munich, registered in the very dwelling where the device is installed and connected to the home network. You bear the investment costs. Renters can apply.
  • The building must have building-authority approval and be within Munich. The funded work must be voluntary or go beyond legal requirements. Obtain any necessary building permits, including separate permits that may apply in designated redevelopment or development areas.
  • Use a new commercial device, with modules up to 800 Wp and an inverter up to 800 W for the route described here. Used equipment or substantially used components, self-built systems, your own labour and prototypes operated in fewer than four examples are excluded from this route.
  • Follow the manufacturer’s installation and safety instructions. Secure the device so that it and its supporting structure cannot fall, including in exceptional weather. A balcony or railing must be suitable for the attachment in structural and fire-safety terms. You sign a declaration confirming compliance.
  • For mounting on a railing or façade, renters need their landlord’s permission; individual flat owners need their owners’ association’s consent. The operator must register the device with the network operator and the Marktstammdatenregister, Germany’s energy-installation register. Where you operate equipment on somebody else’s property, the shared rules require written permission to install and operate it and notice to the owner in the contract that FKG funding is being used.
  • This route covers costs without other subsidies or the income-tax reduction under §35c EStG. Identical costs must not already have been submitted for or paid municipal funding, under FKG or another city programme, whether by you or another applicant. Breaching that prohibition requires repayment with interest three percentage points above the base rate. Combined public funding must never exceed the actual gross or net acquisition/production costs as applicable.
  • No insolvency proceeding may have been applied for or opened over your assets at payout. You must participate in the city’s evaluation and permit checks of the installation, books and receipts, on site or at the inspecting authority.
  • Keep the funded equipment operating for at least ten years from payout. The signed declaration also commits you to at least ten years in operation. If you remove or deactivate it sooner, notify the city immediately in writing and repay the grant proportionately by full months, with interest three percentage points above the base rate from that point. For damage that was not intentional, repayment is waived if no insurer or other party covers the damage; immediate written notification is still required.
  • You may take the device when moving within Munich. If it stays and is sold to the next tenant, that tenant takes over the operating obligation. Moving it outside Munich leads to proportionate recovery and must be reported.
  • The building owner must retain ownership from application through completion and submission of the full proof. A later sale leaves the applicant responsible for the funding procedure, replies, decisions and payments. A landlord cannot count costs refinanced by this grant as expenditure supporting a rent increase under §559 BGB.
  • Funded projects and institutions must respect human dignity, equal legal rights, democracy and the rule of law. They must not discriminate because of sex, ethnicity, racist or antisemitic attribution, religion or beliefs, disability, chronic illness, age, language, sexual or gender identity, or social status. The rules cover direct or indirect disadvantage, harassment and sexual harassment without sufficient objective justification; racist, antisemitic and other dehumanising concepts are incompatible with the required constitutional principles.

How to apply

Status

Round restrictions
  • Apply before buying or ordering; await portal authorisation. Awards depend on available funds.

Apply personally online in Munich’s funding portal before buying, ordering or commissioning installation. Register once and enter your personal, building and device details. No documents are required at initial application. Wait for the portal message “Die beantragte(n) Maßnahme(n) dürfen beauftragt werden” before starting or purchasing. An invoice dated before application leads to rejection.

Complete the installation, put the device into operation and submit the full completion proof within one year of successfully submitting the application. Before that year expires, you may request an extension through the portal, extending the proof deadline from one to two years. Upload your identity document, invoices for all components and the completed, signed solar-device declaration. The city’s device page links the declaration and checklist.

The Referat für Klima- und Umweltschutz checks the proof and may request missing material by a deadline. Respond promptly and within any specified deadline. Notify the city of contact or bank-detail changes within six weeks; failure to comply with these duties can lead to refusal. Immediately disclose facts that disqualify the grant or require recovery. False or incomplete funding-related statements can constitute fraud. False information about facts relevant to funding leads to refusal, or withdrawal of an existing award and repayment of amounts already paid with interest under Articles 48 and 49a of the Bavarian Administrative Procedure Act (BayVwVfG).

You cannot correct completion documents after the grant decision. The decision becomes effective after the one-month appeal period, which cannot be waived; payment normally follows about eight to ten weeks after receipt. Withdrawing an application is final and it cannot be reactivated.
