Household insulation grant

Gemeente OoststellingwerfNetherlandsup to 2.2k EURcloses 31 Aug 2027

Up to €2,177 towards professional insulation of a poorly insulated owner-occupied house in Ooststellingwerf.

The municipality reimburses up to 100% of eligible direct insulation costs, up to €2,177 for one award per home. This entry covers floor, ground, roof and attic-floor insulation when you choose your own professional installer. You pay the installer first and receive reimbursement after submitting the evidence; you pay any amount above €2,177 yourself.

Only costs directly necessary for the eligible work qualify. Application preparation, technical home advice and ecological surveys are excluded, as are costs already subsidised elsewhere and taxes or charges you can recover or offset.

Eligibility

  • You must own and live in the home as your main residence and be registered there in Ooststellingwerf. The home must be registered with a residential function in the BAG building/address register and have been lived in before renovation. For this installer route, the house must have its own front door and no other home or building above or below it; apartments and flats do not qualify.
  • The home’s WOZ property value must normally be no more than €429,300 at the valuation date of 1 January 2022. A discretionary exception can be considered by the municipal sustainability project leader when the higher value is mainly due to the size of the plot and all other conditions are met.
  • The home must have energy label D, E, F or G, a comparable poorly insulated condition, or at least two poorly insulated building elements. The municipal assessment table includes roofs with less than 9 cm of insulation or thermal resistance Rc ≤2.0, walls without cavity/internal/external insulation (Rc ≤1.1), floors or ground with absent or poor insulation (less than 5 cm or Rc ≤1.3), and single, old double or HR glazing (Ug ≥1.6). An uninsulated attic floor counts where the attic is unheated and its hatch or access door is closed (Rc ≤0.5). Rc measures resistance to heat loss; a higher value means better insulation. Ug measures heat loss through glazing; a lower value means better insulation.
  • Improve the existing boundary between heated indoor space and outside or unheated space, known as the thermal envelope. Extensions and new builds are excluded. The municipality cannot award this grant twice for the same home. Work completed before 1 June 2024 is excluded. Work must be lawful and financially and practically feasible; the municipality may refuse where the subsidy has not been shown to be necessary.
  • For roof insulation, insulate at least 20 m² of the existing roof. For attic-floor insulation, insulate at least 20 m² of the existing floor and the attic must be unheated. The administrator’s upper area limit is 200 m² for each. Floor or ground insulation requires at least 20 m², with an upper area limit of 130 m² for each. All these measures require new material with Rd ≥3.5 m²K/W, a measure of the material’s resistance to heat loss; existing insulation cannot count towards that minimum. Materials must appear on the national approved insulation-material code list. Locally sprayed PIR or PUR must use HFC-free blowing agents.
  • Roof and attic-floor insulation, or floor and ground insulation, can be combined in different parts of the home’s thermal envelope, but cannot be placed above each other in the same location. For roof work, arrange a professional check for bats or other animals and any legally required animal-friendly relocation. You are responsible for nature-friendly installation and must check the municipality’s procedure before starting.

  • Complete applications are ranked by receipt; budget exhaustion can end access earlier. Equal-time applications may be ranked by a draw.

Start your application with Duurzaam Bouwloket through the Ooststellingwerf B application page. It checks whether you qualify, lets you choose how to participate, and reserves the contribution before new work starts. Choose the option to arrange an insulation company yourself and check the technical requirements with that company before commissioning the work. For help with the conditions or form, contact Duurzaam Bouwloket on 0516-218 001 or info@duurzaambouwloket.nl.

Complete applications are ranked in order of receipt, subject to the budget. If applications arriving at the same time would exceed the budget, a draw decides their order. Apply by 31 August 2027. Finish within 12 months of the award and no later than 31 December 2027. The 12-month period can be extended once on request if you show why completion within it is impossible, but never beyond 31 December 2027.

Pay the company and submit the final claim within eight weeks of completion. Include invoices, payment evidence, the quotation/product description, installed area, product type/brand/thickness, purchase and installation dates, your address, and payment amount/date. Take photographs during the work and of the installation so the product’s name, brand, type and thickness are visible. If you claim for several measures, submit all evidence together. The final grant is based on actual eligible costs. The municipal page states reimbursement within six weeks of the claim. Eligible already-completed work can be assessed directly from the evidence without a prior award.

Keep original invoices and evidence for at least five years after the final grant determination and cooperate with sample checks, including home visits, for up to six months afterwards. Notify the municipality immediately in writing if work will stop, be late or incomplete, or if you cannot meet grant obligations; also report relevant financial or organisational changes involving third parties. Follow any additional accountability requirements in your award.

If you also seek the separate provincial contribution for households with income up to 150% of the social minimum, submit both applications together: after applying for the municipal grant and carrying out the work, you cannot apply for that provincial contribution later.
