Blau-Grüne Infrastruktur – roof greening
Grants cover 50% of eligible professional roof-greening costs for private and commercially used buildings in Pulheim.
Install a green roof on an existing building or a new building in Pulheim. The programme supports roof planting that helps improve the local climate and reduce heavy-rain impacts. This entry covers professionally installed roof greening.
Eligible costs include suitable green-roof materials, specialist design and installation. Initial establishment care can be included if it forms part of the commissioned green-roof work. The grant covers 50% of accepted costs, normally limited to €40 per m² of vegetation and €2,000 per measure. The city may depart from the per-area ceiling for an especially worthy measure following an individual decision. The combined ceiling for the programme's measures 2.1–2.4 is €5,000 per property.
You need at least €300 of eligible expenditure. Calculate costs including VAT, then remove any VAT you can recover. The grant is paid after the completed work and supporting documents have been checked; it normally does not have to be repaid if you comply with the conditions. Funding cannot be combined with other funding, and there is no entitlement to an award. Applications are considered in order of receipt while money remains available.
Eligibility
- Individuals and legal entities owning the property or holding a heritable building right can apply. Where there are several owners or right holders, only one application can be made for the property. An authorised representative may apply; tenants, associations and initiatives need the owner's written authorisation. The property must be in Pulheim.
- The contiguous green-roof area must be at least 10 m², with at least 6 cm of substrate and perennial, mainly native plants. Roofs with asbestos coverings or plasticised PVC-P waterproofing membranes are excluded.
- The work must be voluntary, economical and technically and ecologically appropriate, following the relevant technical standards. Work required by law, contract or planning rules is excluded. You cannot use the measure as grounds for a rent increase.
- Specialist professionals must carry out roof planning and installation; your own labour is excluded. Plant containers alone, gravel coverings and paved, timber or similar roof terraces are excluded, as are technical installations unrelated to the green roof and work that is not professionally executed.
- Do not start implementation or commission the work before receiving the written award. Advice and planning may be commissioned beforehand. You must hold all necessary legal and technical approvals, such as any required structural evidence, building or heritage consent and owners' association resolution. You remain responsible for feasibility and the roof's load-bearing capacity; the city does not check these by approving the grant.
- The measure must not have been financed with other public funds. You cannot obtain another public grant for the same measure during the five-year commitment period.
How to apply
- Status
- Open continuously
- Round restrictions
- Applications remain open under the 2026 rules; awards follow receipt order until funds run out.
- Wait for written approval before implementation.
Submit the current signed application form with all attachments to Stadt Pulheim, Amt für Grünflächen, Umwelt- und Klimaschutz, Alte Kölner Straße 26, 50259 Pulheim, or email klimaschutz@pulheim.de. Include before-work photos, a scaled plan or sketch showing dimensions, a short project description including substrate depth, a quotation or detailed cost estimate and ownership evidence. Add written authorisation or an owners' association resolution where relevant. Applications still incomplete three months after submission are returned without processing.
Wait for the written award, which sets the maximum grant and cannot subsequently be increased. Complete the measure within six months of receiving the award; you can request an extension in writing with reasons. The city must approve changes in writing. A smaller completed measure may lead to a reduced grant.
Within three months after completion, submit a signed cost statement, copies of invoices, photographs with consent for publication and, where applicable, evidence that establishment care was commissioned. Payment follows the city's checks and any site visit. Give the city or its representatives access to inspect the work and related records.
Maintain and care for the green roof for five years from approval, allow spot checks and supply annual photos for publication and evidence of upkeep. Notify the city electronically or by post if the purpose or timetable cannot be met, relevant circumstances change, activity ceases or legal form/ownership interests change, funds remain unused or financing changes, property ownership changes during those five years, or you apply for/receive further public support for the same purpose or receive third-party funds. Transfer your obligations to the buyer and successors if the property is sold.
Misuse or breaches can lead to revocation and repayment, with annual interest five percentage points above the base rate. This also applies if maintenance is neglected and remains uncorrected after written notice and a reasonable period to remedy it. The measure must remain in place after a change of owner; removing it during the five-year commitment period requires repayment.
