Zero-interest loan for shared-building renovation
Borrow for your share of energy improvements to an older building with at least three units, after receiving a qualifying shared-building renovation grant.
This loan pays for your ownership share of work on the building’s common parts, rather than an individual flat renovation. It complements an Eko sklad grant already awarded for shared energy renovation or modernisation of shared heating. The qualifying energy-renovation grant supports work such as insulation and heating-system optimisation.
You repay the borrowed money in monthly instalments. The fixed interest rate is 0%, but charges still apply. Borrow EUR1,500–15,000 for up to ten years, limited to your ownership share of recognised costs, including VAT, after deducting the awarded grant. Monthly instalments are normally at least EUR40.
The contract fee is 1.5% of the approved loan, with a EUR40 minimum and EUR175 maximum. Annual management costs are EUR35 for loans up to and including EUR4,000 and EUR45 for larger loans. The first year’s proportionate charge is paid when you sign; later annual charges are paid at the beginning of the year. Insurance with Zavarovalnica Triglav costs 0.83% for repayment up to four years, 1.09% for over four and up to nine years, or 1.51% for over nine and up to ten years. The insurance basis is the monthly instalment multiplied by the number of instalments.
Eligibility
- You must apply as a private individual, permanently resident in Slovenia, and own a unit in the older building with at least three units. This call excludes people running a business or independently carrying on a professional or other activity registered or established by law or a founding act. You need a final Eko sklad grant decision for the shared energy-renovation or shared-heating investment; established ownership of individual units is required.
- The measures must not be fully completed when you apply. You must not already have received an Eko sklad loan for those measures.
- Banka Intesa Sanpaolo assesses whether your documented income can cover the repayments after existing loan and leasing payments. The normal repayment capacity is 50% of assessed income less those deductions. You must also retain at least the Bank of Slovenia’s current minimum disposable-income amount; pensioners borrowing for property may retain 90% of that amount. If you do not pass the ordinary assessment, a creditworthy joint guarantor can join the loan and accept responsibility for repaying it alongside you. Both the bank and insurer must assess the guarantor as creditworthy. Individual approval by the insurer is a separate alternative to ordinary borrower creditworthiness.
- Your age plus the repayment period must not exceed 80 years. This restriction does not apply if a creditworthy guarantor secures the loan.
- If you work for an employer elsewhere in the EU, salary must have been paid into a Slovenian bank account for at least six months. Annuity or foreign-pension recipients need a Slovenian bank account receiving that income, and cannot repay beyond the end of their income entitlement.
- If you receive a Slovenian family pension (družinska pokojnina), you must be both entitled to the pension and receive it yourself. The repayment period cannot extend beyond the pension entitlement shown in your pension decision. If you are a pupil or student and the pension depends on continued education, provide proof of schooling.
- You cannot have overdue obligations to Eko sklad or breaches of its existing contracts, overdue taxes or other liabilities collected by FURS of EUR50 or more, personal bankruptcy, or a blocked transaction account.
Keep the grant conditions and completion deadlines: losing the underlying grant can end the loan entitlement and, if funds have been drawn, require repayment with statutory default interest and costs. Tell Eko sklad promptly about departures from the decision or contract, delays and other material changes. Eko sklad can inspect the investment until the loan is fully repaid, including compliance with the prohibition on removing the financed item. Misuse, obstruction of checks or false documentation can trigger repayment with default interest and costs.
The bank must be able to establish your identity. The borrower, legal representative or authorised representative must not appear on UN Security Council or EU sanctions lists. False statements or documents also lead to a one-year exclusion from Eko sklad calls; the period runs from the relevant final adverse decision or notice that the entitlement has ended.
How to apply
- Status
- Open continuously
- Round restrictions
- Intake is open until official closure; applications are handled in receipt order and funding may run out.
Get the grant decision number from the building manager or authorised investment representative, then submit form 81OBVSS25 with its supporting documents to Eko sklad through eUprava. Exceptionally, you can send the prescribed written application to vloge@ekosklad.si, post it to Eko sklad, Bleiweisova cesta 30, 1000 Ljubljana, or deliver it there in person. Applications are considered in receipt order; applications reached after funding runs out are refused even if complete and timely.
After Eko sklad issues the loan decision and affordability forms, take the decision and completed forms to a Banka Intesa Sanpaolo branch. Sign the loan contract within three months of the decision’s issue date. Eko sklad can allow up to one additional month for justified reasons; otherwise the entitlement expires.
A signed contract and evidence that work is underway, such as an interim invoice, are required for disbursement. The bank pays the loan into your personal account in one amount. Meet the investment and documentation deadlines in the grant decision. If the paid loan exceeds your share of actual recognised costs after the paid grant by more than 10%, return the excess within 15 days of Eko sklad’s written demand.
Under the incorporated general conditions, submit the final investment report within 60 days of completion and annual reports on environmental effects after completion or the first year of regular operation. If the expected effects are not achieved, monitoring continues for three years after completion. Where an operating or other permit is required, submit it within 15 days of obtaining it.
