RENOINN floating solar and storage grant
Competitive grants for public and private legal entities installing floating solar panels with electricity storage on inland artificial water bodies in Spain.
IDAE awards this support through a competitive selection as a grant you do not have to repay. Final payment follows verification of the completed work and eligible costs.
Programme 2 supports floating photovoltaic installations anchored permanently at one or more fixed points on permanent artificial inland water bodies such as reservoirs, irrigation ponds and industrial or water-treatment basins. The installation can operate off-grid, connect to the grid, supply electricity for your own use or sell electricity.
For the second round, the grant combines your requested amount per kilowatt-peak (kWp) of solar generation with a fixed amount per kilowatt-hour (kWh) of eligible storage. kWp measures the combined maximum rated output of the solar panels. For a qualifying project, generation support is capped at €900/kWp up to 1,000 kWp and €700/kWp above 1,000 kWp. For grouped installations, the total grouped generation capacity determines the band. You may request a lower generation amount; this is part of the competitive assessment.
For eligible electrochemical storage, such as batteries, amounts are €170/kWh up to 10 kWh, €150/kWh above 10 and up to 100 kWh, €100/kWh above 100 and up to 5,000 kWh, and €40/kWh above 5,000 kWh. These storage payments do not cover hydraulic storage. The total grant cannot exceed eligible project costs; the company limit is €30 million per investment project.
The second-round application window is closed, and IDAE published definitive awards on 28 July 2026. The programme's base rules remain valid until 31 December 2028; that date is not an application deadline.
Eligibility
- Public or private legal entities and groups of those entities can apply. Groups without their own legal personality are permitted. Foreign companies are not excluded, but the project must be in Spain and the Spanish tax identification, registration of the business activity with the Spanish tax agency and other administrative requirements still apply.
- Spain's central state administration cannot be a beneficiary. Companies in difficulty under EU state-aid rules and applicants barred by the general grants law are excluded. The rules also exclude environmental criminal convictions in the five years before the call and final sanctions for very serious environmental offences in the preceding three years. You must be up to date with tax and social-security obligations and, where the commercial late-payment law applies, demonstrate compliance with its payment deadlines.
- Solar capacity must be at least 500 kWp. You can combine installations each strictly above 15 kWp to reach that total, provided the same beneficiary undertakes them and each meets the technical requirements independently. The combined rated power of the inverters, which convert the panels’ electricity for use, must not exceed the panels’ peak capacity. Use new equipment for new, renewed or expanded generation; storage-only projects cannot receive aid.
- Electrical storage must provide at least 0.5 kWh per kW of generation. Only storage up to 5 kWh per kW can receive aid; larger storage can be installed at your own expense. Lead-acid storage is excluded. Storage must have a five-year guarantee covering at least 70% charge/discharge capacity and technical support in the EU. At least 75% of the storage's annual energy must come from directly connected renewable generation. Storage must also comply with EU data-protection and cybersecurity requirements.
- Apply before starting. For public entities, publishing procurement tender documents counts as starting; for private entities, the first firm equipment commitment making the investment irreversible counts. Preliminary feasibility studies and work to obtain permits can take place beforehand.
- Meet the Do No Significant Harm (DNSH) environmental requirements: follow applicable environmental assessments and prepare at least 70% by weight of non-hazardous construction and demolition waste for reuse, recycling or other material recovery, excluding naturally occurring material in waste category 17 05 04. Projects involving demolition must use selective demolition.
- Other domestic public aid can be combined only within project-cost and state-aid limits. EU aid for the same purpose is incompatible. Notify IDAE immediately of other aid requested or obtained for the same project, before justifying the funds.
- Participation normally requires a guarantee of €20,000 per MW of generation through a bank guarantee or surety insurance lodged with the Caja General de Depósitos. Exemptions cover public administrations and their dependent entities, corresponding public companies and foundations, legally exempt entities, nonprofits carrying out social-action and international-cooperation projects, and entities without legal personality. An advance requires separate security for the advance plus legal interest.
- Maintain the activity in the area and use the funded assets for their approved purpose for at least five years. Obsolete or broken equipment can be replaced if the activity continues. Provide half-yearly operating data, actual operating costs and progress reports, and retain original supporting records for audit; documents may be checked for five years after grant payment.

- Second call, programme 2. Closed intake; times are mainland Spain time.
The second round accepted applications through IDAE's electronic office with the electronic signature of an authorised representative. Use the linked second-round procedure to consult the awards and manage an existing application.
For an awarded second-round project, the call's completion deadline is 30 June 2030. For a low-voltage installation, submit the electrical installation certificate issued by the installer and endorsed by the relevant regional authority. For a high-voltage installation, submit its installation certificate under the high-voltage rules. Where required, also submit proof that the operating-authorisation or commissioning application has been registered. Submit the evidence of completed work and expenditure within three months after the awarded maximum execution period expires, and pay for the full installation before that evidence deadline.
Follow the binding conditions in your award. Changes to the award require the formal procedure under article 19 of the base rules; a change request must reach IDAE before the project's execution period ends.
