Natural-gas heating replacement grant

Sisä-Suomen elinvoimakeskusFinland2.5–4k EURunavailable

A closed grant of €2,500 or €4,000 helped owners replace natural-gas heating in permanently occupied detached or semi-detached homes connected to Finland’s national gas transmission network.

The grant supported removing the main natural-gas heating system and replacing it with eligible heating. It paid €4,000 for district heating, a ground-source heat pump or an air-to-water heat pump, and €2,500 for other eligible non-fossil systems. The amount was fixed per heating system; a semi-detached house could receive one or two grants according to whether it originally had one shared system or two separate systems. Splitting a shared system into two did not create a second grant.

Applications closed on 25 May 2026 at 16:15 Finnish time. The budget is exhausted and grant processing has ended. These are the terms of the closed offer.

Eligibility

  • Individual owners and deceased estates could apply, including owners of shares giving possession of a dwelling. The home had to be detached or semi-detached, connected to the national natural-gas transmission network and occupied year-round. At least one person had to be permanently registered as living there in Finland’s population information system. Holiday homes were excluded; the owner did not need to live there, so rented homes could qualify.
  • Every co-owner, including a spouse, had to authorize the applicant. The applicant had to pay for every stage of the project: a renovation split between a former and a new owner did not qualify.
  • The old gas system had to be removed, including its boiler, burner and gas pipes. It could not remain as backup, for water heating or in a gas hybrid. A dual gas/wood boiler could remain for wood backup only if all its gas-heating equipment was removed; other non-fossil supplementary heating could remain.
  • A replacement building-level system could not use fossil fuels, biogas or bio-oil. Costs payable by a housing company were excluded, as were homes owned by a real-estate company or mutual real-estate company. Another grant or household tax deduction for the same purpose could not be combined with this grant.
  • A building used mainly for economic activity did not qualify. A small business in a home office, consulting room or garage did not prevent support when the building was mainly residential.
  • All eligible costs had to arise on or after 8 April 2022; this was a cost eligibility date, not an application opening date. Work had to be fully completed by 31 August 2026 and the payment claim received by KEHA-keskus by 30 September 2026. Neither deadline could be extended.

New applications and payment claims are closed. Sisä-Suomen elinvoimakeskus awarded the grant; KEHA-keskus handled payment. Existing recipients can read the official terms and their grant decision for the payment conditions. The published timetable provides for payment by the end of 2026.

Applications required a plan and cost estimate covering removal of the old system and installation of the replacement. A favourable grant decision was needed before claiming payment, which was made in one instalment after the whole project was completed. Claims were primarily submitted through the regional administration’s online service; applicants who used a paper form submitted the printable payment form to KEHA-keskus by post or through the general electronic form.

Payment evidence included invoices and receipts for removal, equipment and installation. For instalment purchases, a signed order agreement and the contractor’s installation certificate could replace payment receipts. Work could be done partly or wholly by the owner subject to required permits, with removal and installation demonstrated through a company certificate or before-and-after photographs instead of receipts. Applicants remained responsible for separate permits and notifications. Changing the selected heating technology required an amendment to the grant decision.
