Fjernvarmepuljen
Grants for district-heating companies to extend efficient heat networks into new areas in Denmark and replace individual oil and gas boilers.
Esta oportunidad está disponible actualmente en inglés.
The grant supports the network investment: pipes, heat-exchanger and pumping stations, excavation, control and monitoring equipment, other network components and contractor services. Heat-production units are generally excluded, as are work by the company's own owners or employees and costs incurred before the award, including application preparation.
For applications in the 2026 round, support is up to DKK 40,000 per oil or gas boiler converted through a service pipe or branch, with at most one grant per boiler even if it heats several buildings. The grant covers only the calculated minimum connections. This is the number needed for the project's discounted income and costs to balance over the investment's lifetime, including the grant. The calculation includes all expected customers, but only oil and gas conversions qualify for payment. Include DKK 40,000 per eligible conversion in the 2026 calculation.
EU aid rules cap the grant at actual eligible investment costs less any operating profit. The guidance explains that Danish heat-pricing rules prevent this recipient group from earning such profit, so it disregards that deduction and applies the actual eligible-investment-cost cap. Payment follows the actual completed conversions and cannot exceed the amount applied for; fewer conversions reduce the payment.
The company receives the grant and redistributes its benefit to consumers; the scheme leaves the method of redistribution to the company.
Eligibility
- Your district-heating company must distribute heat to end customers, and the new network must convert consumers in Denmark from oil or gas heating.
- The whole supplying district-heating system must use at least 50% renewable energy, 50% waste heat, 75% combined heat and power, or 50% of a combination of these sources. Where new production plants are essential to meeting this test, their construction must start no later than three years after work on the distribution network starts.
- Obtain municipal approval of the project proposal, including the minimum-connection calculation. Approval must either remain conditional on the grant, with no final approval or duty to supply heat yet, or lapse if no grant is awarded, with that duty arising only once the grant is awarded.
- The project must need the grant to proceed and must not already be required by other legislation, including already adopted EU standards. Plan to complete it within five years of the award.
- Wait for the award before starting construction, making a legally binding equipment purchase or taking on another commitment that makes the investment irreversible. Buying land, obtaining permits and feasibility studies are not treated as starting work, although pre-award costs are generally ineligible.
- Do not finance the project with owner-contributed capital classified as indskudskapital under the Danish Heat Supply Act, or receive other support for the same eligible costs.
- The company must not have been an undertaking in difficulty on 31 December 2019 and must have complied with any European Commission recovery order for unlawful aid. Check the financial-distress definition in the guidance's annex before making the required declaration; it covers capital losses, insolvency, unresolved rescue or restructuring aid and specified debt and interest-cover tests for larger companies.
An earlier award cannot simply be increased once the project has started. For an unstarted project that cannot proceed on its earlier award, the 2026 rate requires a municipal decision reversing the project and designating the area for individual heating, followed by a new project proposal. If conditional municipal approval cannot be obtained before the fund closes, the agency may make a conditional award requiring that approval to follow.

- Applications close earlier if all funds have been awarded.[^c5]
- Applications are processed and funds reserved in the order received.[^c25]
Apply to Energistyrelsen through its application portal, using the company's MitID, and select Fjernvarmepuljen. The applicant must be an authorized signatory or hold their power of attorney. Companies without MitID can contact Fjernvarmepuljen@ens.dk.
Attach the project proposal and minimum-connection calculation, the municipality's decision, an area map, the oil and gas boiler address list, project budget, heat-production statement, timetable and proof of signing authority or power of attorney as needed. Use the agency's templates for the address list, budget, heat-production statement and timetable.
Applications are handled in receipt order, subject to available funds. Accept an award through the portal within 14 days; where audit is required, attach the auditor's acceptance of the audit assignment when accepting the award.
Submit an annual progress report during the four weeks from the anniversary of the award date until completion. You can request exemption when the payment request is imminent.
For payment purposes, the project finishes when the funded minimum connections have been achieved, even if further connections are planned, and no later than the end date in the award letter. Request payment through the portal within 60 days of that completion. If the project is delayed, ask Energistyrelsen to approve a new end date with a revised timetable. The agency can also extend the 60-day submission deadline on a reasoned request through the portal's contact function; it must receive that request before the 60 days expire.
Attach the project accounts, address list of completed conversions and the municipality's final approval and any approved project amendments not already submitted. Costs must have been incurred within the awarded project period and paid before requesting payment.
Payment also requires a management declaration, or an auditor's statement and audit report where the award exceeds these thresholds:
- More than DKK 1,000,000 for state recipients, municipalities and regions and all their organizations and companies, including municipal partnerships. This threshold also applies to other district-heating companies employing at least 50 full-time equivalents whose annual turnover and/or annual balance-sheet total exceeds EUR 10 million.
- More than DKK 250,000 for all district-heating companies outside those groups, regardless of legal form.
Audited projects must follow the audit instructions supplied with the award. Where a management declaration applies, submit it signed under the company's signing rules, proof of signing authority, all invoices and payment records, and itemized lists of both. The invoice records must identify the receiving company and its CVR number, the project area, work performed, dates, supplier CVR number and any split between eligible and ineligible costs; the lists must record dates, matching reference numbers, suppliers, amounts and totals.
