progres.nrw – Climate technology grants
Grants for renewable energy, climate-related training and advice, and eligible building projects in North Rhine-Westphalia, with separate rules for each activity and applicant group.
Esta oportunidad está disponible actualmente en inglés.
Grants support renewable electricity, renewable heat, relevant professional training, business decarbonisation advice, building heat networks and designated climate-friendly buildings in North Rhine-Westphalia (NRW). Each route has its own eligible recipients and technical conditions.
For example, ground-mounted solar installations of at least 100 kWp can receive up to 20% of eligible equipment and installation expenditure, capped at EUR500,000, if the operator does not use the generated electricity for direct on-site self-supply during the installation's lifetime. Self-supply means the operator consumes the electricity nearby without routing it through the public grid. The alternative allowing on-site self-consumption pays up to 15% with the same cap. Floating and agricultural solar installations of at least 100 kWp can receive up to 25%, capped at EUR1 million, with or without self-consumption. All the ground-mounted, floating and agricultural solar installations described above must not receive support under Germany's Renewable Energy Sources Act (EEG); taking EEG support later must be reported and the NRW grant repaid. The authority may exceed the monetary caps in justified cases of special state interest.
The minimum grant is EUR350. Awards are discretionary and depend on available funds. Other routes use different percentages, fixed amounts or per-unit payments; the linked funding rules set out each schedule.
Eligibility
- Your project must take place in NRW. Individuals, apartment-owner associations, freelancers, sole traders, private and public legal entities and municipalities can apply in principle, but this does not make every route available to every applicant.
- Federal and state governments and their institutions are excluded. Businesses subject to EU aid exclusions, including unresolved unlawful-aid recovery orders or financial difficulty under the EU state-aid rules, cannot receive funding. The authority checks the required financial-difficulty declaration before awarding a grant. Related-party asset transfers, including between affiliated companies, companies and their shareholders, or spouses/partners, are excluded.
- Equipment must be new. Self-built equipment, prototypes, used equipment, repairs, replacement parts and replacements within normal operating life (usually 20 years), including equipment subject to a legal shutdown requirement, are excluded, as are legally required or officially ordered measures. Buildings used for fewer than four months a year are excluded. Necessary permits should already be available when you apply; a grant award does not replace them.
- Municipal rooftop solar is for NRW cities, municipalities, districts and their associations. The building must be used for non-economic municipal activities. Expected solar generation must not exceed expected building electricity demand, calculated from the previous three years; a demand forecast more than 25% above that average needs particular justification. Forecast on-site self-consumption must reach at least 80%. For the first three operating years, demonstrate that no more than 20% of annual generation was exported for payment; thereafter undertake to notify the authority if that limit is exceeded. Reinvest export profits in non-economic municipal activities. A battery alone cannot be funded, and a combined battery may have at most 2 kWh capacity per kWp of solar capacity. A specialist contractor must certify safe commissioning.
- Initial decarbonisation advice is for micro and small businesses in agriculture, forestry or manufacturing: fewer than 50 employees and annual turnover or balance-sheet total no more than EUR10 million. Process-heat and transformation concepts in these sectors are for businesses with no more than 2,500 employees. The advice must concern NRW business premises and aim at greenhouse-gas neutrality by 2045. Each concept type can be funded once per company. Use an independent adviser who does not favour a supplier and can demonstrate paid industrial or energy-sector consulting and business activity in the preceding two years.
- Building-network grants supplement an approved grant from Germany’s federal funding for efficient buildings (BEG) individual-measures programme. Applicants entitled to the federal climate-speed or income bonus are excluded. Heat-generating equipment is excluded from this NRW supplement. A building network serves 2–16 buildings and no more than 100 homes. The route for networks supplied with at least 50% renewable energy or unavoidable waste heat requires at least EUR50,000 of physical investment; a separate route covers networks supplied entirely with renewable energy, including renewable electricity for any heat pumps. You must be able to document that fully renewable supply if the authority requests it. Climate-building support is limited to designated KlimaQuartier.NRW neighbourhoods.
- You cannot combine funding for the same measure with other NRW programmes or section 35c energy-renovation tax relief. Combining it with federal BEG building grants is limited to 60% of eligible expenditure overall. Applicable EU aid limits also apply, and total public support cannot exceed eligible expenditure. Businesses receiving de minimis aid must declare other de minimis aid awarded in the preceding three years.
How to apply
- Estado
- Fechas no anunciadas
Apply to Bezirksregierung Arnsberg using the electronic form at progres.nrw or a written application. Submit a separate application for each measure during the authority's announced annual intake period.
Normally, wait for the grant award before placing a binding order or signing a purchase or installation contract. Building networks have a limited exception tied to the federal BEG rules for contracts made after this guideline took effect; it does not apply to the other routes.
Keep proof of how the grant was used and submit the authority's use-report template. Original receipts and the funded equipment may be checked. Fixed-amount grants are paid after the use report has been reviewed; payments for grants calculated as a share of expenditure follow the conditions attached to the award.
