Climate adaptation and green roof subsidy
Grants for Alkmaar property owners, tenants and leaseholders to install green roofs, manage runoff and reuse rainwater.
Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.
The municipality reimburses part of the cost of completed measures on your property. You can disconnect paved surfaces from the sewer, add a planted roof or a planted roof that stores rainwater, adapt roof drainage for a blue roof that stores water, or install rainwater reuse. One application is allowed per property each calendar year, with a total grant of up to €5,000.
- Green and green/blue roofs: 50% of actual purchase, material and installation costs, subject to the €5,000 property cap. Adapting roof drainage to the requirements for a blue roof receives 50% of actual costs, up to €500 per property.
- Sewer disconnection: €40 per contiguous paved surface disconnected without special provisions, and €100 per cubic metre of soil removed for infiltration. The award cannot exceed actual costs or €1,000 per property.
- Rainwater reuse: 20% of actual purchase, material and installation costs, up to €1,000 per property.
Application administration and permit application costs are excluded. If you receive other subsidies for the same activity, the combined subsidies cannot exceed the actual costs.
Eligibility
- You must be an adult individual, an owners’ association (VvE), or a legal entity. Individuals and legal entities must own the property, or rent or lease it with the owner’s consent. The property must be legally built, registered in the Dutch buildings and addresses register, and located in Alkmaar. Work must remain within its cadastral boundaries.
- Apply after completing the work and within six months of completion. The scheme also limits the purchase or realisation of the measure to six months before realisation. The building must be suitable and the design and installation sound.
- Disconnect at least 5 m² from the sewer and provide at least 20 litres of water storage per disconnected m² on your property. If water is to soak into the ground, the soil must be suitable.
- Roof work must concern an existing roof with a contiguous area of at least 4 m². A green roof needs drainage, vegetation and a growing layer of at least 40 mm for an extensive roof, or 80 mm for an intensive roof. An extensive roof has vegetation that can sustain itself with little maintenance; an intensive roof requires maintenance and must be strong enough to walk on for that purpose. A green/blue roof combines an extensive or intensive green roof with a drainage layer that stores at least 40 litres per m². A blue roof also needs at least 40 litres per m² of storage. Both must release water slowly or through a controlled outlet so storage is available for the next rainfall.
- Rainwater reuse must adapt an existing drinking-water system, filter the collected water and store at least 500 litres. Use the water only for toilet flushing, laundry or watering the garden, never for drinking or showers. The equipment must be accessible for maintenance and inspection.
- You are responsible for roof strength, safe construction and required permits. Obtain required permits before roof work; a monument needs a permit for a green, blue or green/blue roof, and structural roof alterations require an environmental permit. A grant does not give you a permit.
The municipality can refuse an unfeasible measure or one likely to cause nuisance. General rules also allow refusal, including where the activity aims to make a profit, adequate other funds are available, or necessary permits cannot be obtained. The grant decision may require later proof that the work took place. Cooperate with inspections, keep records that show relevant rights, obligations, payments and receipts, and immediately report organisational changes affecting the subsidised activities. Recovery with interest is required where necessary to implement a European Commission recovery decision or a final court ruling.

- Apply after completion, within six months. One application per property per calendar year. Funding depends on the annual budget; complete applications are ranked by receipt, with a lottery for same-day oversubscription.
After the work is finished, complete and digitally sign the Municipality of Alkmaar’s subsidy application form. Residents log in with DigiD; organisations use eHerkenning. Submit within six months of completion.
Attach an invoice in your name showing technical specifications and the purchase or completion date, before-and-after photos that clearly show the property and measure, any required permits, and written owner consent if you rent or lease the property.
Awards depend on the available annual budget: €60,000 for climate-adaptation measures and €60,000 for green, blue and green/blue roofs. Complete applications are ranked by receipt date; if applications on the same day exceed the remaining budget, a lottery decides. Your application counts for the calendar year in which you submit it.
The municipality decides within eight weeks of receiving a complete application, with one possible four-week extension. It establishes the award directly and pays within six weeks of that decision.
