Climate protection and adaptation grants

Stadt HeinsbergSaksa

Grants for Heinsberg residents to install green roofs or planting attached to facades on buildings in the city.

Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.

The roof and facade greening route within the municipal climate protection and adaptation programme helps reduce summer heat around buildings.

The city pays a one-off grant of €25 per m² for an extensive green roof or €15 per m² for facade greening, up to €1,000 per building. Only one application is allowed per building. Extensive roofs use a permanent, continuous layer of planting, particularly drought-adapted ground cover. Eligible costs include planning, materials and installation above the roof waterproofing, including plants; root protection on existing roofs is also covered. Facade costs can include climbing supports, planting systems, plants and irrigation.

Each household may submit one roof/facade greening application per year. Across the wider programme, the annual household maximum is €2,650. A household means people living together at one address as an economic unit, or a person living and managing their finances alone. Acquisition costs below €150 receive no support. Awards follow application order, with no legal entitlement. Combining grants is allowed only if the other programme permits it; the city does not check compatibility or cover losses of other funding.

Eligibility

  • You must be a private individual with your primary residence in Heinsberg, and the building must be within the city. Existing and new buildings qualify. You must own the property, hold a qualifying property right such as the right to build on someone else’s land (Erbbaurecht), or be a tenant with the owner’s consent. Non-owners must demonstrate their authority when requested.
  • A green roof must have at least 5 m² of net planted area and at least 5 cm of substrate, the layer in which the plants grow. Facade greening must be attached to the wall, cover at least 3 m² of net planted area and be on a building used for residential purposes.
  • Wait for the written award before starting work or entering a supply or works contract. Legally required greening, greening required by a development plan or building approval, maintenance work and projects limited to stand-alone planters are excluded.
  • Obtain heritage permission for a listed building. You are responsible for checking structural capacity, fire safety, legal compliance and any other necessary permits.
  • Maintain and preserve the greening for five years after completion. The rules separately start the period for keeping the greening in its funded use when the grant is paid. Allow agreed on-site inspections. If you sell, transfer all grant obligations to the successor; you remain liable for repayment. The city may require the full grant back if obligations or programme rules are breached.
