Grants for companies, public-sector institutions and business groups to electrify light-vehicle fleets operating across Spanish regions or outside the peninsula.

Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.

The grant supports electric vehicle purchases or conversion of existing combustion vehicles to electric propulsion. A project must include one of these activities; charging, fleet-management systems and an electrification feasibility study are optional additions. The first call required 10–500 vehicles per purchase or conversion application. Conversion covers passenger cars and vans aged 3–10 years.

Purchase awards vary by applicant, vehicle, propulsion and scrappage; scrappage is optional. Charging, management systems, conversion and studies receive 40% of eligible costs for large businesses or 50% for SMEs. VAT is excluded for these activities. Management-system grants are capped at €60,000 and studies at €7,000. Total aid cannot exceed €5 million per beneficiary in the call, even with several fleets.

Charging must predominantly serve the fleet, be bought directly and include smart charging functions at power up to and including 22 kW. Funded charging points cannot outnumber funded vehicles. Keep installation ownership and its use for at least two years; charging equipment ownership must be maintained for five years from the award decision. Vehicle ownership must be maintained for two years from issue of the registration certificate.

Battery-swap systems have an eligible-cost limit of one battery per funded vehicle. Civil works cannot exceed 20% of eligible charging investment.

Eligibility

  • Your organization must have Spanish tax domicile. Companies of all sizes, the institutional public sector under article 2.2 of Law 40/2015, and business consortia or groups can qualify. A group without legal personality receives aid through its representative legal entity. Local administrations are excluded.
  • The fleet operator must have an establishment or office in at least two autonomous communities, or in a territory outside the Spanish peninsula.
  • Vehicle dealers and sales outlets under economic-activity codes 615.1 or 654.1 are excluded. Car-rental companies can qualify if the purchased vehicles serve more than one autonomous community, with operation in a single community allowed outside the Spanish peninsula. Explain the service in the project report. If they have these codes, they must declare that the funded vehicles will not be used for those activities.
  • Companies in difficulty under article 2(18) of EU Regulation 651/2014 are excluded. The test applies to the beneficiary, or consolidated parent accounts where the beneficiary's accounts are integrated into them.
  • Eligible purchases include electric and fuel-cell passenger cars, vans and category L vehicles. New vehicles must be first registered in Spain. Used vehicles in categories M1, N1, L3e, L4e or L5e must be no more than 12 months old at application, measured from first Spanish registration, and must not have previously received aid. Vehicle purchase-price limits also apply. Cars and vans cannot exceed 50 g CO₂/km; category L must have zero CO₂ emissions. Models must appear in IDAE's vehicle database except L1e, L2e and electrically assisted cargo cycles. These cycles must be new, for last-mile goods transport and certified to UNE-EN 15194. Vehicles over 3.5 tonnes up to 4.25 tonnes can qualify only where the extra weight comes solely from propulsion and load capacity is unchanged.
  • Do not combine this grant with other aid for the same purpose. The beneficiary must carry out the funded activities; total or partial subcontracting is prohibited.

How to apply

Hakukierroksen ehdot
  • Closed first intake.

The first intake is closed. IDAE handled applications online through its electronic office. The applicant or legal representative submitted the application; a competent technician had to sign the project report. For vehicle renting, the lessee applied and the renting company received the grant to reduce the instalments.

For that call, apply before work starts. Tender publication or a binding equipment order or other irreversible investment commitment counted as starting work and had to be dated no earlier than the day after application registration. Applicants had to submit the required declaration that the project meets the programme's environmental “do no significant harm” requirements. Missing this declaration excluded the application.

Applicants had to obtain three supplier offers when an activity’s eligible cost exceeded €15,000. Vehicle-purchase offers did not have to be submitted with the application; studies costing less than €15,000 also did not require submission. If the investment's nature prevented three offers, explain why in the project report. For-profit applicants covered by Spain's late-payment law seeking more than €30,000 had to prove compliance with payment periods; proof unavailable at application was due within ten working days after notification of the provisional award proposal.

Awarded projects had 18 months from notification of the favourable award to complete the work, then three months after the execution deadline to justify it. Completing less than 50% of the committed activity causes loss of payment rights or repayment: vehicle numbers are the basis for purchase/conversion, and eligible cost for the other activities. Vehicle purchases and conversions must retain the propulsion type stated in the application. Even when at least half is completed, the work must be useful on its own; otherwise the grant can be lost or repaid. Partial completion can reduce the award.

Funded projects must prominently display the EU emblem with the “financed by the European Union – NextGenerationEU” acknowledgement and the Spanish recovery-plan logo.

For justified unforeseen circumstances, award recipients can request up to six additional months, with a total execution limit of 24 months from notification of the definitive award. Contact IDAE at moves.flotas@idae.es for programme-specific questions.
