Klimatiltagsprogrammet
Grants for Danish universities and research institutions to document and test agricultural climate measures and their environmental and health effects.
Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.
The 2026–2029 programme supports research into manure management from housing through storage, tent covers combined with floating layers on slurry tanks, frequent deep-litter removal followed by anaerobic digestion, biochar in farmland, and synthetic and biological nitrification inhibitors. These inhibitors slow the conversion of ammonium to nitrate in soil; biological inhibitors are naturally occurring plant compounds. The research must address the relevant call topic, including documenting emissions reductions, testing at scale or investigating harmful side effects.
The closed call offered up to 100% of eligible costs. The project limit was DKK 20 million for manure housing/storage combinations, biochar and synthetic nitrification inhibitors; DKK 10 million for tent covers with floating layers and deep-litter removal with digestion; and DKK 5 million for biological nitrification inhibitors. Projects could last up to four years.
Eligible spending includes project staff, necessary materials and operating costs, PhD work, audit costs and exceptionally essential equipment. Equipment support is reduced by its value remaining after the project. PhD funding excludes teaching and other institutional duties; PhD salary is normally limited to 28 months. Documented indirect administrative and shared costs can receive up to 44% overhead. Research institutions normally cannot claim external assistance because they are expected to have the expertise themselves.
VAT is covered only when the recipient ultimately bears it. General capital investment, depreciation and operating costs outside the overhead allowance, lost production and financing costs are excluded. Costs must be necessary, specified and incurred in the approved project period; eligible audit costs can exceptionally arise outside that period if paid and included in the payment request. Universities and other public institutions cannot claim salaries above comparable state collective-agreement rates; private research institutions use actual salary costs without overhead.
Eligibility
- Funded applicants must be universities or other recognised knowledge and research institutions carrying out research as a non-economic activity. Commercial research participants can collaborate without a grant and cannot receive exclusive rights to the results: equal access, including to exploitation, is required. The knowledge and data generated must be open access or otherwise publicly available. Foreign research institutions and companies cannot receive grants, but may participate without funding or act as external advisers. Permanent employment of the project leader is not required.
- Each project must establish an advisory board or project group to discuss progress, methods and results. If it documents climate effects, this group must include Aarhus University DCE representatives familiar with Denmark’s emissions inventory. Such results must be reproducible and representative; claimed reductions against a baseline must be statistically significant. Results must be peer reviewed and presented in a form compatible with the national inventory, with uncertainty calculated according to IPCC guidance.
- Research on manure housing/storage combinations must cover the whole handling chain under practical conditions, including seasonal variation. Laboratory or pilot tests may contribute but cannot stand alone.
- Projects must wait for an award before starting or making purchases and incurring expenditure. Recipients must disclose subsequent funding, including public money covering the same costs, and must not transfer the grant to a third party in breach of EU state-aid rules.
- Obtain SGAV approval before changing the project. For budget reallocations, approval is required when a cost heading will exceed its approved budget by more than 10%, offset by savings elsewhere; the grant cannot increase. Change requests are normally due annually by 31 March, with exceptions for parental leave, illness, death, departure and similar events.
- Report progress and results annually and at completion. Payment is held if the annual status report is late or unapproved. Submit the final report and final payment request within three months after project completion; exceptions may be granted. SGAV retains 10% until it approves the final report.
- Document paid project costs and record staff hours daily, with management attestation. Keep accounting records and original expense documents for five years after final payment. Follow procurement rules and keep proof of compliance available for at least five years after final payment. False or withheld material information, loss of eligibility or failure to cooperate with controls can lead to cancellation and repayment with interest.

- Closed reissue limited to chain and combination effects between housing and storage manure-management technologies.
Both recorded application rounds are closed: the main call and the later reissue limited to manure housing/storage combinations. SGAV’s current programme page provides forms for changes and payments for existing awards.
The closed calls required Digital Post submissions to SGAV, with klimatiltag@sgav.dk in the subject field (and the project title under the manual). Applicants used the main research form A, budget and Gantt chart B, participant forms C and relevant CVs and attachments. Forms A/C and attachments were submitted as an unsigned non-scanned PDF and a scanned signed PDF; budget B was a separate Excel file. Applications could be in Danish or English but needed a substantial Danish summary.
Existing recipients submit payment requests through Digital Post with klimatiltag@sgav.dk and the project reference in the subject. Annual cost-settlement requests are due by 31 March beginning in 2027. One advance request per year can cover budgeted first-half-year expenses: the first deadline was 30 June 2026, followed by 31 May annually. Use the official declaration appropriate to the institution’s audit arrangement: recipients covered by section 2 of the Danish Auditor General Act (rigsrevisorloven) with an agreement for Rigsrevisionen to audit their annual report require an auditor-attested declaration and audit record; recipients covered by the same section without an agreement for internal audit with Rigsrevisionen use a management-attested declaration.
