Municipal energy and climate advice grant
Grants for Swedish municipalities to provide free, independent energy and climate advice to households, businesses and organisations.
Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.
Fund your municipality’s advice service on energy efficiency, heating and cooling, solar power and other renewable energy, charging infrastructure, electricity contracts and prices, and energy preparedness. Advice must be impartial and commercially independent, offered digitally and in person, and include both responding to questions and reaching priority groups. The 2026 national initiative supports advice on improving buildings’ energy performance and fabric: the walls, roofs, floors, windows and exterior doors enclosing the heated space. Small houses receive particular attention.
Advice may also cover passenger and freight transport. Expanded advice can include projects encouraging cooperation between municipalities or addressing particular local conditions.
The basic annual grant is set for each municipality in the 2026–27 grant table. For example, Arjeplog is allocated SEK 65,000 in each year and Stockholm SEK 1,667,000 in each year. The governing rules set basic-grant bounds of SEK 50,000–2 million per municipality per year; the table gives the actual allocation for this round. Payments cannot exceed the costs of the funded service.
Only municipalities named in the coordination and travel annex qualify for these additions. Coordinating advice for other municipalities can attract SEK 70,000 per municipality per year. The travel addition is SEK 10,000 per municipality per year and covers actual, necessary advice-service travel costs that you can document. Check the annex’s municipal list, which covers rural municipalities and rural municipalities with tourism under the Swedish Association of Local Authorities and Regions’ classification. Budget the annual additions for both 2026 and 2027.
Eligibility
All Swedish municipalities may apply alone or together. In a partnership, one municipality coordinates the application, reporting and distribution of funds. You must have an agreement setting out responsibilities and roles and produce it on request.
- The combined advice resource in your municipality or partnership must be at least half of a full-time post. Ensure suitable competence, staffing proportionate to the grant and service, and cover for absences affecting access.
- The advice must be free, impartial and commercially independent. It must exclude inspection work and involvement in preparing energy declarations under Sweden’s Energy Declarations Act, and work on statutory energy audits for large companies.
- Advisers must attend introductory training when new, national meetings, training and knowledge seminars, and regional network meetings. They must contribute to national campaigns and development work, take part in at least one national advice initiative, and use national material and guidelines. Offer equally accessible advice to all target groups.
- Record every activity continuously in Ekorren, the programme’s activity-reporting system. Use the national advice website’s content and guidelines and help keep its material current.
Costs must be reasonable, actual, incurred by the recipient during the project period in the grant decision, and identifiable in its accounts. Salaries and employment costs are eligible only for time spent on the project; keep time records available. Divide total actual payroll costs by total project hours to calculate the average: no more than SEK 800 per hour is eligible, and lower actual costs must be used. Unpaid work and estimated costs are ineligible.
Economic activity means offering goods or services on a market. Whether activity is economic depends on what you do in the project and the circumstances as a whole. Overhead, such as general administration and IT, may be covered up to 30% of eligible direct payroll costs when the project is carried out in non-economic activity. If you also carry out economic activity, the project must remain in your non-economic activity and you must clearly separate that activity’s costs and financing from the economic activity. Overhead for economic activity is ineligible. Bought services must be priced at market rates, and a project partner cannot subcontract to another partner. VAT is covered only when it is a net cost to the recipient. Cover costs beyond the grant, including cost increases, with your own or other funding.

- Applications received after the deadline are not examined. Delivery period: 1 January 2026–31 December 2027.[^c35][^c36]
Applications for 2026–27 closed on 6 February 2026; late applications are not examined. The funded delivery period runs from 1 January 2026 to 31 December 2027. The Swedish Energy Agency’s call page provides the round’s documents and the Mina sidor application service; questions about the call go to ekr@energimyndigheten.se.
The application required priority groups justified by local needs, an activity plan, measurable targets for the whole period that can be followed in Ekorren, staffing and organisational placement, a contact person and a budget explaining bought services, materials and external expertise. Include the payment account and have an authorised representative sign. For expanded advice, describe activities and expected effects; rural applicants covered by the amended rules must estimate advice-related travel costs.
The application guide explains that optional municipal co-financing belongs in the free-text description, rather than the budget fields for eligible costs or funding from other organisations, and does not affect the grant amount. Mandatory programme training, networks, campaigns, Ekorren reporting and national website use do not need to be described in the application.
Recipients must follow the grant decision, call, regulation, STEMFS rules and general terms, and acknowledge the Agency’s support when presenting the project. Grants are paid one year at a time according to the decision and depend on government funds being available. The Agency may withhold further payments if less than 90% of earlier payments in the same project have been used.
Seek advance approval for changes affecting delivery, staffing or the cost plan. The general terms accept transfers between cost categories up to 10%; transfers exceeding 10% require an application if the amount exceeds SEK 50,000. Notify the Agency immediately of other funding applications or awards and financing changes, and in writing of interruption, delay or other material circumstances. A coordinating municipality also distributes funds under the decision and passes Agency decisions and relevant information to its partners.
Report 2026 activities by 31 January 2027 and submit the final 2026–27 report by 31 January 2028. Report staff, bought services and materials costs and advice delivered to households, businesses and organisations; report actual travel costs where a travel addition was awarded. Keep costs distinguishable from other activity, with supporting records, and have an authorised representative sign the report. The Agency can inspect records and request up to three follow-up reports within ten years after project completion. Unspent funds must be returned; incorrect awards, unmet conditions or payments above actual service costs can lead to recovery with interest.
