Business energy loan

Westra Wermlands SparbankRuotsi

Borrow for materials and labour to improve energy efficiency or install renewable energy in property owned by your company or housing association.

Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.

The loan pays for specified energy improvements in any type of property that can be made more energy efficient. Eligible measures include insulation of the attic, façade or roof; windows and doors with a U-value of 1.1 or lower (a measure of heat loss, where lower means less heat escapes); ground, air and exhaust-air heat pumps; heat recovery including FTX ventilation, which supplies and extracts air while recovering heat; district heating and cooling; solar electricity panels, solar thermal collectors and batteries for solar electricity; LED lighting with occupancy controls; and charging points close to the property.

You repay the borrowed money. There is no fixed minimum or maximum loan: the bank agrees the amount based on your needs, the property's cash flow and how much is borrowed against its value. Security through a mortgage on the property is usual, and the acceptable borrowing level depends partly on property type. Interest is individually priced, with fixed or variable options, and repayment of the loan principal follows an agreed schedule.

Before the money is paid out, provide invoices that identify one or more of the eligible measures. The energy loan itself adds no further monitoring or reporting. Separate construction conditions apply where construction is the purpose of the financing.

Eligibility

  • Apply as a representative of the company or housing association that owns the property. Private individuals use the bank's separate consumer offers.
  • You must already be a customer or intend to move your property financing to Westra Wermlands Sparbank as part of the energy renovation. Both new and existing customers must pass the bank's checks on the purpose of the relationship and intended transactions, as well as its credit assessment.

For financing whose purpose is construction, the bank applies Hållbar byggbransch conditions. The rules define construction broadly: new construction, extensions and renovation, repairs and maintenance, demolition and site cleaning, including building, civil-engineering and installation contracts and hired workers doing this work. You are responsible for checking contractors and passing the applicable requirements through your contracts and subcontracting chain. If you also carry out this work as a contractor, the contractor requirements apply to you too.

Use a contractor-control system linked to an electronic site personnel register, update contractor information daily, and keep the personnel register current. Register, check and approve each contractor before its first work on site. Check that each contractor is approved for Swedish F-tax. Where Swedish law requires it, also check employer registration and declared employer contributions over the last ten months; investigate missing contribution declarations as far as reasonably possible. Contractors must have no tax debts referred to Kronofogden, or have a payment arrangement with that enforcement authority, and use ID06 or an equivalent system linking workers to their employer.

Exceptionally, extraordinary reasons can justify starting before advance registration and checking. Record the reasons in writing, then check the contractor promptly and within 14 days of becoming aware of the missing approval. A contractor that does not pass must leave the site. Monitor compliance throughout the project, request correction of tax or employer-registration problems, and require debts above the control system's threshold to be paid or addressed through a payment arrangement. The specification flags tax and fee debts above SEK 25,000 or 1% of annual contractor turnover; the configured thresholds cannot exceed the specification. Keep checking and taking appropriate corrective action until the problem is resolved or the contractor stops work. If a contractor hires a company that sends employees to work in Sweden from abroad, obtain proof that the relevant posting has been registered with Arbetsmiljöverket, the Swedish Work Environment Authority.

Send project reports within 14 days after each agreed reporting period and within 14 days of a bank request. Report non-compliance immediately and provide any requested additional documentation before the first payout. Contractor contracts must give you the right to check compliance and take corrective action, and you must provide relevant contract copies when the bank requests them.

Projects with a budgeted or actual contract value above SEK 50 million require at least one unannounced independent site inspection per year; above SEK 500 million, at least two. You or another party agreed with you pays. Inspections check contractor registration and approval, worker identity and site registration, and the right to work in Sweden for non-EU citizens. Report deviations and corrective action to the bank. The bank can also inspect at its own expense, but you reimburse its inspection and follow-up costs if it finds deviations you did not previously report. The bank can require correction and a remedial meeting; ordinary credit-agreement penalties cannot be imposed solely for a breach of these special conditions.
