Home energy transition loan
Borrow for energy-saving work together with home improvements if you own and occupy a Rotterdam home or rent out up to three Rotterdam homes.
Cette fiche est actuellement disponible en anglais.
This entry covers the ordinary unsecured Energietransitielening consumptief Rotterdam. Borrow €2,500–€25,000 for at least two measures: energy-saving work and home improvement. The loan cannot exceed the actual necessary materials and work, plus permitted financing costs.
Examples include roof insulation with an R-value of at least 3.5 m²K/W, cavity-wall insulation with an R-value of at least 1.1 m²K/W, or solar panels, including a home battery, with the make and model specified. The R-value measures resistance to heat loss. Combine energy-saving work with an eligible home improvement such as gutter maintenance or asbestos removal. The municipal annex sets the conditions for each measure. If an insulation value cannot reasonably be reached, you must demonstrate the highest reasonably achievable value for the municipality to consider an exception.
Amounts from €2,500 to €7,499 have a 10-year term; €7,500 to €25,000 have a 15-year term. Monthly payments cover interest and repayment of the borrowed amount, and normally remain equal throughout the term. The published current examples use fixed annual interest of 3.93% for 10 years and 4.28% for 15 years, with annual percentage rates of 4.00% and 4.37%. SVn uses the rate applying when it receives your application; the contracted rate stays fixed throughout the loan. There is no arrangement fee. Any independent financial-advice costs are yours.
SVn holds the money in a construction account and pays contractors or installers against invoices. If you have already paid an invoice yourself, SVn can reimburse you after approving your proof of payment. Monthly interest and repayments start when the loan begins, even if work is unfinished. The construction account normally lasts 12 months and can be extended once by up to another 12 months. SVn can close it after six months without transactions. Any balance left at closure reduces your outstanding loan; you pay any shortfall yourself, and cannot deposit your own money into this account. For up to 12 months, interest credited on its balance is offset against your periodic payment, at the rate in your loan documents.
You can repay early without a charge, with a minimum extra repayment of €250. The loan must still be repaid if your contractor fails to carry out the agreed work. Each joint borrower is responsible for the entire debt. Late payments attract statutory interest and may incur administration or collection costs. SVn can demand immediate repayment in specified circumstances, including at least two months of arrears continuing after notice, leaving or planning to leave your permanent Dutch residence, bankruptcy or statutory debt restructuring, deliberately material false application information, or death where SVn reasonably expects the obligations will not be met.
Eligibility
- You must own the Rotterdam home and live in it permanently, or own no more than three Rotterdam homes rented out for permanent occupation.
- The local SVn application conditions give an age range of 18–75 at application. SVn separately checks whether your income, household and work situation can support the extra monthly payments alongside existing commitments, including a BKR credit-register check. Municipal approval does not guarantee a loan. For joint personal-loan applications, the general product conditions require at least one applicant to be younger than 76.
- You cannot receive this loan if you meet the conditions for the Warmtefonds private Energiebespaarlening. This is a separate municipal eligibility requirement, alongside the SVn credit assessment.
- Use a contractor or installer belonging to a trade association. Carry out the measures as described in the approved quotations. Only one loan can be requested per address.
- Complete the measures within 12 months of the date in the municipal confirmation letter. Contact the municipality first if an extension is needed. Report promptly in writing if you cannot complete the work or meet the approval conditions, and provide requested information and evidence.

- Conditions de cette période de candidature
- Complete applications are allocated in order of receipt until the municipal budget is exhausted.
Apply first through Rotterdam’s online municipal application route using DigiD. Prepare an ownership statement from the Kadaster, a list and timetable of measures, and detailed quotations per building section containing the contractor’s or installer’s KvK registration number. Owner-landlords registered as a property-rental business must also supply a signed de-minimis declaration concerning small amounts of state aid.
The municipality accepts applications through 31 December 2027 and allocates funds in order of receipt of complete applications until the budget is used up. After the municipal decision, apply to SVn within eight weeks. Approval may be withdrawn if you have not entered a loan agreement with SVn within three months. Submit the documents requested in MijnSVn for its independent credit assessment and sign the loan agreement before drawing from the construction account.
After completing the work, request the municipality’s final determination and include a construction-account statement from SVn. Normally submit this within 12 weeks of completion unless the municipal decision sets another deadline. Provide the activity evidence required in that decision; for a €25,000 loan, the framework also requires activity and financial accounts. Explain differences of more than 10% in the nature or scale of activities compared with the approved plan, and financial differences of more than 10% for each budget item. Recoverable or compensable VAT is excluded from accountable costs unless otherwise agreed.
