A combined loan and grant for Canadian municipalities and qualifying partners to replace municipal or transit vehicles with zero-emission models and install fleet charging infrastructure.

Finance zero-emission vehicles for a municipal or transit fleet, the charging infrastructure they need and related upgrades to existing facilities. Battery-electric and plug-in hybrid vehicles qualify. Hydrogen fuel-cell vehicles qualify when the hydrogen-production carbon intensity is no more than 4 kg CO2e per kg of hydrogen.

The combined loan and grant can cover up to 80% of eligible costs, to a standard maximum of C$10 million. The grant can be up to 15% of the loan amount and cannot be taken separately. Municipalities with exceptional projects may qualify for higher loan and grant amounts.

Eligibility

Canadian municipal governments can apply. Companies, municipal corporations, regional, provincial or territorial organisations delivering municipal services, NGOs, nonprofits and research institutes can apply as municipal partners; a non-municipal applicant must deliver the project with a municipal government. An Indigenous community can lead if it partners with a Canadian municipality or has a relevant shared-service agreement with one.

Your project must replace at least one existing vehicle with a zero-emission vehicle or deploy charging infrastructure for municipal or transit zero-emission vehicles. Charging-only projects qualify when the infrastructure is primarily dedicated to that fleet. Other electric vehicles and equipment in a broader project may be considered case by case.

New infrastructure assets must be outside the current 100-year floodplain unless you can show that they are protected. If new infrastructure assets are valued above C$2 million, complete a recognised climate risk assessment and address the risks it identifies.

Create a client profile and submit a pre-application through FCM's funding portal. If Green Municipal Fund confirms that your organisation and project can proceed, complete the full application, project workbook and required supporting documents through the portal.

Quebec municipalities must use the provincial MAMH submission route described on the official offer page.
