First Nation Energy Efficiency Program: community home upgrades
First Nation communities in Manitoba can arrange free insulation and energy-saving devices for eligible homes, plus window-and-door rebates, with planning and installation support.

The First Nation Energy Efficiency Program works with your community to plan improvements across eligible homes. Efficiency Manitoba’s advisor helps identify the work and an installation arrangement that suits the community. Materials are shipped directly to the community, and installation can be done by community members or a contractor of your choice; training is available if needed.
Insulation upgrades for attics, wall cavities and basements are free. Free devices include LED bulbs, smart thermostats, low-flow showerheads, faucet aerators, insulated pipe wrap and advanced power strips. The programme explicitly covers smart-thermostat materials and installation. Covered wall work is cavity insulation, rather than exterior-wall insulation.
Qualifying high-performance ENERGY STAR certified triple-pane windows and doors receive CAD 300 per rough opening. A rough opening is the structural opening in an outside wall that holds one or more windows or doors. The rebate is per opening, not per separate pane or window unit within it; it does not promise to cover the full replacement cost.
Eligibility
This is the community route for First Nation communities in Manitoba. Efficiency Manitoba works with the community to plan a visit and assess its homes; the upgrades concern eligible homes identified through that process.
First Nation individuals living off-reserve, or who own their home on reserve, are directed to the separate Energy Efficiency Assistance Program application on the official page. That individual route has its own eligibility process.
Community planning for these home upgrades is distinct from the separate programme that funds an energy-efficiency advocate and the Community Heat Pump Program. This offer’s covered insulation and device work, and its window-and-door rebate, are arranged through the community’s plan.

- Use the “CONTACT US” link under “FIRST NATION COMMUNITIES” on the official programme page to email Efficiency Manitoba about participation. The page provides a different application link for individuals living off-reserve or owning their home on reserve.
- Work with the programme team to create a plan reflecting your community’s needs and goals. Arrange a visit with its Indigenous Programs Technical Advisor, who assesses the homes.
- Agree the installation arrangement with the team. Efficiency Manitoba covers the stated insulation, thermostat and device costs, ships materials to the community, and provides the window-and-door rebates. Community members or your chosen contractor install the upgrades, with training support available when needed.
