SSEB grants for construction equipment and charging
Grants for Dutch businesses buying or financing new zero-emission construction equipment. The 2026 purchase budget is oversubscribed; charging has a separate application and budget.
Questa opportunità è attualmente disponibile in inglese.
SSEB Aanschaf helps construction businesses and equipment-rental companies buy new zero-emission machinery, auxiliary drives, specified construction trucks and mobile charging equipment. Financial leasing qualifies when it leads to ownership; buying the machine and financially leasing its batteries can be combined. The scheme reduces construction-sector nitrogen pollution and also aims to cut CO₂ and fine-particle emissions. Retrofit and innovation support are separate SSEB routes.
The grant covers part of the investment; the business finances the balance. Amounts exclude VAT and depend on the equipment and business size. In 2026:
- Machinery and auxiliary drives: 25% of eligible additional costs for large businesses, or 30% for SMEs including microbusinesses. The cap is €300,000 per machine below 300 kW of continuous power, or €500,000 from 300 kW.
- Eligible construction-truck chassis, excluding the body: 11.1% of the net sale price, capped at €43,900 for a large business; 21%, capped at €83,200 for an SME.
- Wind/solar off-grid generators (A2.2) and eligible mobile battery packs of at least 50 kWh (A2.7): €60 per kWh of storage for large businesses or €85 for SMEs, capped at €300,000.
- Hydrogen generators (A2.3) and flywheel power supplies (A2.12) use the applicable 25%/30% calculation. Mobile DC chargers (A2.13) instead receive 20% of investment costs for large businesses or 40% for SMEs, subject to the power-band caps below.
| DC charger power from | Large business cap | SME cap |
|---|---|---|
| 20 kW | €1,500 | €2,900 |
| 50 kW | €3,700 | €7,300 |
| 100 kW or 2 × 50 kW | €6,600 | €13,500 |
| 150 kW or 2 × 75 kW | €9,200 | €18,300 |
| 220 kW or 2 × 110 kW | €11,700 | €23,300 |
| 350 kW or 2 × 175 kW | €14,000 | €27,900 |
| 550 kW or 2 × 275 kW | €33,000 | €66,000 |
The percentage and the relevant cap both apply; the charging category also has a €300,000 ceiling. One business or corporate group can receive at most €1.5 million per calendar year across SSEB Aanschaf and Retrofit together.
For battery-only machinery or auxiliary drives below 100 kW, RVO calculates additional costs as €700 × battery capacity in kWh + €300 × continuous motor power in kW + €7,000, limited to the investment cost. At 100 kW or above, and for other eligible drives, use the difference between net investment cost and a new fossil-fuel machine with comparable function and performance. Provide reference-price evidence no more than three months old. One fixed and at most two interchangeable battery packs can be included; additional eligible packs need a separate A2.7 charging application. An auxiliary drive sharing its host vehicle’s battery enters zero for its own battery capacity. Extra interchangeable attachments are excluded unless suitable only for the electric variant.
Other public purchase support is deducted from the SSEB grant, and EU State-aid ceilings still apply. SSEB cannot be combined with the MIA environmental-investment tax deduction in 2026. Do not claim the same activity and machine twice.
Eligibility
The applicant must have an establishment in the Netherlands and be registered with the Chamber of Commerce under an eligible SBI business-activity code when applying: 39, 41, 42, 43, 49410, 50201, 77120, 77320, 77340 or 77390. These codes cover the relevant construction, transport and equipment-rental activities; working on construction projects without the required registration is insufficient. Specified public authorities—including provinces, municipalities, water boards, public-law independent administrative bodies and joint public bodies—are outside this business route.
Buy or financially lease for your own use, or acquire equipment to rent or lease to other businesses. The applicant’s name must appear on the contract, even where a group company ultimately owns or pays for the machine. There must be a purchase between at least two parties; a manufacturer cannot subsidise its own production for itself. Purchase from another company in the same group can qualify.
Use RVO’s SME declaration to establish the higher rates. The usual size limits are fewer than 250 full-time-equivalent staff and annual turnover no more than €50 million or a balance-sheet total no more than €43 million; ownership and links to other businesses affect the assessment. The business must also pass the formal EU “undertaking in difficulty” financial-health test. A positive bank balance alone is insufficient: use RVO’s decision tool and account for the connected group. An outstanding recovery order for incompatible State aid or unlawful combinations of aid can prevent a grant.
Choose equipment marked eligible for purchase in sections A, B or C of the 2026 machine list. It must be new and used at least 70% of the time for outdoor construction work in the Netherlands. Electrically driven equipment needs at least 8 kW continuous power and lead-free batteries, with stricter thresholds for some listed types. Eligible technologies include batteries, cables, fuel cells using non-fossil hydrogen carriers and single-fuel hydrogen engines. For hydrogen-powered construction machines and auxiliary drives, the declaration commits you to using exclusively renewable hydrogen. For mobile battery packs of at least 50 kWh under A2.7, it commits you to using exclusively renewable electricity; mixing renewable and non-renewable energy does not meet that commitment. RVO also requires the renewable-hydrogen declaration for mobile hydrogen-refuelling equipment.
Construction trucks must have the required N3 heavy-truck registration and listed body code or special-purpose designation. An auxiliary drive is the drive for equipment mounted on a vehicle or machine, such as a crane or concrete mixer; its host must meet at least Euro VI for trucks or Stage V for construction machinery. The combustion engine must switch off automatically while the electric auxiliary drive operates, and the battery must support plug-in charging. Check the precise machine-list description and technical conditions before ordering.
At application, the signed purchase or financial-lease agreement must still be cancellable if SSEB is refused. An unsigned quotation or an unconditional commitment is insufficient. After submitting, RVO allows the business to decide whether to make the contract final; doing so does not guarantee funding.

- Purchase budget oversubscribed on 21 September 2026; separate charging budget retained funds. Both categories still accepted applications, without an award guarantee.
The 2026 window runs from 3 March at 09:00 to 30 October at 17:00, Dutch local time. On 21 September, RVO reported that the €25 million machinery-purchase budget was oversubscribed, while €1,106,174 remained in the separate €25 million charging budget. Both categories still accepted applications because rejected applications can release money. Check the current budget before committing; submitting is not a funding reservation.
Apply through RVO with eHerkenning level 3 and the required RVO authorisation. An intermediary needs the appropriate chain authorisation. Upload the conditional signed agreement, make/model and technical specifications, SME declaration where applicable, reference-cost evidence and renewable-energy declarations. Identify other requested or received public support. Charging codes A2.2, A2.3, A2.7, A2.12 and A2.13 need a separate application from machinery, auxiliary drives and trucks.
Complete applications are handled in receipt order. If documents are missing, the date the application becomes complete determines its place. A lottery orders complete applications received on the day the budget is exhausted. The decision period is 13 weeks, extendable once by another 13 weeks.
An award pays a 70% advance. Request final determination within 12 months of the award date, with invoice, payment evidence and photographs showing the registration or serial number. A demonstrated delivery delay can support an extension of at most 12 months. RVO checks compliance before paying the balance; the final grant cannot exceed the award.
Keep ownership and the required Dutch construction use for 48 months after final determination, and retain evidence for checks. Registered machines also have 48-month registration-retention duties from first registration; an owner providing the machine through operational leasing may register it to the customer if the prescribed RDW safeguard is in place. This safeguard lets only the owner’s company obtain the registration-transfer code from RDW. The customer receives no code and therefore cannot transfer the registration independently. The safeguard must remain in place for the applicable 48 months from first registration; the owner’s separate ownership and use obligations after final determination still apply. Report material changes or inability to meet conditions promptly. Early sale or failure to meet the use obligation can require proportionate repayment for the unfulfilled months.
