Energy Manager Program
Funding for a full-time energy manager to reduce energy use at Ontario facilities; industrial funding remains available, while commercial and institutional funding is fully subscribed.
Questa opportunità è attualmente disponibile in inglese.
Employ a dedicated energy manager to find and implement energy savings through equipment improvements, operating practices and maintenance. This hiring support is part of Expanded Energy Management.
The incentive covers up to 50% of actual hiring costs, capped at CAD 100,000 per funding period. Eligible costs are salary and benefits, direct recruitment costs, annual professional membership dues needed to maintain a legally recognised professional status, and professional training fees. Costs must have no markup. The first payment is 25% of estimated hiring costs, capped at CAD 50,000; after IESO approves the annual report, it pays the balance to reach 50% of actual eligible hiring costs, subject to the overall CAD 100,000 limit. The cap excludes applicable taxes, which IESO pays in addition; invoices and supporting documents are required.
For participants taking only the energy-manager offer, the first funding period starts on the energy manager’s start date. Further funding periods of up to 12 months require IESO’s written agreement and are discretionary. Industrial activities funded by Natural Resources Canada must finish by 31 March 2027. Commercial and institutional activities sit within the 2025–2027 framework, but that hiring stream is fully subscribed.
Eligibility
- Your facilities must be in Ontario and connected to the IESO-controlled grid or its distribution system. You must not be insolvent.
- For the industrial pathway, you must be the legal, documented owner of the facility. The facility must physically or chemically transform materials or substances into new products, and its North American Industry Classification System (NAICS) code must begin with 11 (agriculture, forestry, fishing or hunting), 21 (mining, quarrying or oil and gas extraction), 22 (utilities), 23 (construction), 31–33 (manufacturing), 48 (transportation or warehousing), or 56 (administrative and support, waste management or remediation services). Provide at least 12 consecutive months of energy data and show consumption of at least 50,000 GJ across all fuels in a 12-month period within the 24 months before applying.
- The commercial and institutional pathway covers electricity customers or managers of their facilities, including customers behind another connected customer’s meter. Its published rules require at least 12 consecutive months of electricity data and at least 6,500,000 kWh of electricity consumption in a 12-month period within the 24 months before applying; you can combine up to five facilities to meet this threshold. Universities, colleges, school boards, municipalities and hospitals can qualify, subject to the other criteria. This pathway is currently fully subscribed.
- Employ the energy manager full-time for at least 12 months, unless IESO approves otherwise. The manager must be able to perform the programme duties, or you must commit to developing those abilities. They must pass the Certified Energy Manager examination by the end of their first year and have a route to certification; someone who passes but lacks the required experience must register as a Certified Energy Manager in Training (EMIT). They must have experience performing the energy-manager duties. If you already have an energy manager and are adding another dedicated resource, experience contributing to an energy team with the ability to perform those duties can qualify. The manager cannot be employed or retained by IESO or its delivery agents; industrial participants also cannot use a manager employed or retained by the Government of Canada.
- Current industrial applicants must add a full-time job. If you move an existing employee into the role, you must hire a replacement for their previous position within the required timeline. If you already employ an energy manager, support can fund an additional full-time employee working with them. The exception allowing industrial organisations to fund an existing qualifying employee applied only to organisations joining by 30 June 2025.
- Take part in an energy-management assessment, develop a measurement and verification approach with the delivery agent, and participate in coaching. Measurement and verification means using energy data to establish the savings achieved. Make commercially reasonable efforts to implement savings and the programme milestones: establish an energy policy, goals and team; secure senior-management commitment to the plan; establish baseline consumption and monitoring; map energy use; set energy metrics and targets; maintain a project register; and submit required reports.
- Measures counted towards the energy-manager savings target must be in your project register, aim to save energy and meet reporting requirements. Measures funded by another Save on Energy programme or another Ontario government, ratepayer or taxpayer-funded programme do not qualify. Behind-the-meter generation, measures already in service before the cohort kick-off workshop, and fuel-switching or efficient electrification are excluded. The rules allow electricity-baseline adjustments so efficient increases in electrical load do not reduce performance incentives. Funding from other organisations can be combined subject to applicable programme limits.
How to apply

- Industrial funding remains available; commercial and institutional energy-manager funding is fully subscribed.[^c2]
- Industrial activities funded by NRCan must finish by 31 March 2027; this is not an application closing date.[^c27]
Industrial applicants can submit the contact form on the official programme page. A Save on Energy delivery agent will arrange an initial assessment call and support the application. Use the industrial application form and read its participant agreement. Commercial and institutional organisations can join the interest list by emailing SEM@ieso.ca for updates if funding becomes available. Industrial applications are reviewed as received until funding is exhausted; the 31 March 2027 date is an activity-completion deadline.
Hire within 180 days of receiving the notice of approval: IESO can recover the advance if you do not. It can withhold some or all of the final payment if, once employed, an energy manager is absent for a 90-day period. The advance is scheduled within 30 calendar days after approval, and within 60 calendar days of the start of later funding periods.
Keep the project register and submit an annual report within 30 days after each funding period ends. Industrial reporting covers savings from electricity, natural gas and other stationary combustion fuels; commercial and institutional reporting covers electricity savings. Take part in a check-in within the first six months of the manager’s start date, and provide an energy-management plan at the time IESO specifies. Final payment requires approval of all required reports.
Keep complete records for seven years after the agreement ends, or longer if law requires, and provide access for programme audits and verification. Rights associated with electricity-savings environmental attributes, such as associated certificates or credits, transfer to IESO. For industrial participants, IESO can suspend payment if measures become a project on federal land or outside Canada, or amend payments proportionately if NRCan reduces its funding. Obtain IESO’s written consent before disposing of goods acquired or used for industrial “Non-Incented Projects”: energy-saving measures financed without government incentives whose savings have not been counted under another energy-efficiency programme.
Intellectual property created during the programme, including legally protected rights such as patents or copyright, belongs to IESO unless you agree otherwise in writing. If you retain ownership, you must give IESO permanent, worldwide permission to use and modify reports and documents containing that intellectual property for non-commercial government purposes. You cannot withdraw that permission or charge royalties, but IESO does not receive exclusive use. The licence also permits public release subject to applicable freedom-of-information and access-to-information law. Industrial participants must give the same licence to Natural Resources Canada.
