Research and innovation for energy-efficient buildings
Grants for researchers, companies and public organisations developing knowledge and solutions that reduce buildings’ energy use and help them work with the energy system.
Questa opportunità è attualmente disponibile in inglese.
The research and innovation route within Resurseffektiv bebyggelse supports solutions for efficient energy use throughout buildings’ lives. Projects can address flexible energy use, renovation and reuse, users’ behaviour, business models, planning and policy. They should contribute to the programme’s energy and climate goals. This entry covers research projects; the call also has a separate route for organisations running innovation clusters.
Research projects can receive up to SEK 8 million. The share of costs funded depends on each participant’s activities. Work outside a market for goods or services, such as independent university research, can receive up to 100% of eligible costs. An organisation’s legal form alone does not make its work non-economic.
For companies, feasibility studies and industrial research—assessing a project’s potential or creating new knowledge for products and services—have maximum rates of 70% for small companies, 60% for medium-sized companies and 50% for large companies. Experimental development, which uses existing knowledge to develop and test new or improved solutions, has maximum rates of 45%, 35% and 25% respectively. Routine product or process changes do not qualify as experimental development. These are ceilings; the agency can require more co-financing.
Eligible research costs include staff time, project use of equipment, relevant building depreciation, land costs, market-priced external research and consultancy, and direct operating costs. Depreciation means the share of an asset’s cost allocated to its use during the project, rather than its full purchase price. Costs must be your own, reasonable, recorded separately and incurred during the approved project period; unpaid work is excluded. General administration and other shared overheads are limited to actual costs and normally at most 30% of eligible salary costs. Universities and higher-education institutions use their full-cost method. A separate exception allows actual overheads up to 45% of eligible salary costs for research organisations constituted as limited companies or partnerships under the state’s direct or indirect legal control, research foundations with one or more government-appointed board members, and government agencies mandated to conduct their own research. This exception excludes universities and higher-education institutions, which use the method above. Each qualifying organisation must receive funding by government decision for independent research and carry out the project within its non-economic activity. Any economic activity must be accounted for separately; project work within that economic activity uses the ordinary 30% ceiling.
You must finance the remaining costs and any overruns. Another organisation’s unpaid contribution cannot count as your costs. Report other public or EU funding for the same costs; combined aid must stay within the applicable limits. VAT qualifies only when you cannot recover it. One project participant cannot subcontract another participant. Separate related-company consultancy can qualify at the supplying organisation’s actual salary cost, rather than its commercial fee.
Eligibility
Companies, industry organisations, municipalities, other public organisations, universities and research institutes can apply. Projects involving different disciplines and active users of the results are particularly welcome. Consider gender equality and diversity in the team, leadership, work and intended effects.
Funding normally goes to organisations with activity in Sweden. An organisation without Swedish activity can exceptionally receive support only if it offers unique expertise unavailable in Sweden, the project is essential to the programme’s goals and knowledge will clearly transfer to Swedish actors. The agency can still decline foreign funding when all three conditions are met.
The call excludes natural-science basic research, larger pilot and demonstration projects, and business-development initiatives. Start between 1 May and 31 August 2027 and finish by 31 December 2031.
Company-size calculations include relevant ownership and control links. Small companies have fewer than 50 staff and annual turnover or balance-sheet total at most EUR 10 million. Medium-sized companies have fewer than 250 staff and turnover at most EUR 50 million or balance-sheet total at most EUR 43 million. The latest approved accounts and the rules for crossing thresholds over two consecutive years apply; staff counts also include working owners and dependent consultants.
The agency can alternatively award de minimis aid, a form of limited public business support. Its ceiling is EUR 300,000 before tax over three years, counting de minimis aid from Swedish public funders across the whole company group. Submit the agency’s declaration of previous aid if using this route. It excludes primary agricultural production, fishing and aquaculture production and export-linked activities such as funding exported volumes or distribution networks; it does not exclude a business simply because it sells abroad.

Apply through Mina sidor’s “Finansiering av forskning, innovation och affärsutveckling” service by 18 November 2026 at 23:59 Swedish time. First request permission to represent the coordinator—the organisation receiving the grant and distributing it to any other recipients. Access can take a few days. The agency provides deadline-day support only until 16:00.
Write in Swedish or English; an English application needs a Swedish summary. Describe the project in the application form. Attach the project leader’s and other key people’s CVs, at most one A4 page each, combined into one document. Include the de minimis declaration when relevant. Optional supporting attachments may total at most five A4 pages, excluding required documents, and must complement rather than repeat the form.
Explain the project’s contribution, originality, collaboration, use and sharing of results, methods, team, timetable and budget. External experts advise the agency, which may also consider the balance of its project portfolio. Decisions are planned for April 2027. After closing, additions are accepted only if the agency requests them.
If awarded, follow the decision’s payment and reporting schedule and obtain approval for project changes. The coordinator keeps participants’ written commitments. Each participant awarded SEK 3 million or more by the agency must attach a certificate from an authorised or approved auditor covering that participant to the final report. Municipalities, regions, government agencies, universities and higher-education institutions may instead use an internal auditor. The agency may also require a certificate for a participant awarded less than SEK 3 million. Further payments may be withheld until at least 90% of earlier payments have been used. Return unused funds; incorrect awards or breached conditions can also trigger recovery, and unlawful state aid may have to be repaid with interest.
