Install port charging for electric and plug-in hybrid vessels used for heavy transport, with grants of up to SEK 100 million per project.

The grant supports charging that propels electric or plug-in hybrid vessels carrying heavy goods or passengers. The port must receive recurring calls from vessels adapted for heavy transport. Propulsion charging takes priority over other shore-power uses when they compete for capacity.

Support normally covers up to 70% of eligible costs, capped at SEK 100 million per project. It also cannot exceed eligible costs minus the investment's operating profit, calculated at today's value over the station's economic life. You must submit the agency's net-present-value calculation and finance the remaining costs and overruns.

Eligible costs include chargers, installation and upgrades, necessary grid connections, transformers, groundworks, permits, project staff and connected battery storage. Power-supply costs qualify only up to the station's simultaneous maximum demand; excess capacity is apportioned out. Battery costs qualify up to SEK 10,000 per kW. Renewable generation, such as solar panels, is excluded. Costs must arise between application and project completion, except directly related final-reporting costs, which may arise up to the reporting deadline.

Rental, leasing or instalment costs must be incurred, recorded and paid during the project; payments falling after completion are excluded.

Eligibility

Companies, public-sector actors and institutes connected to relevant companies can apply; leasing companies can also apply. Companies need Swedish F-tax approval, confirming responsibility for business taxes, or, for foreign businesses, a certificate or other documentary proof of equivalent tax and fee controls in their home country. Companies in liquidation or bankruptcy, with tax, fee or other debts transferred to Sweden’s Enforcement Authority (Kronofogden) for collection on behalf of the public sector, or overdue Energy Agency grant repayments are excluded. No person with significant influence may be subject to a trading prohibition.

The vessels must have displacement hulls, which move through the water rather than plane on its surface, and an externally rechargeable electric propulsion system. Recreational boats and charging for passenger or goods services operated under awarded public-service contracts are excluded. Each connector-equipped point must offer an average of at least 100 kW for 45 minutes, with no more than 15 minutes' recovery between charges; load balancing below 100 kW is allowed. Mobile infrastructure can qualify if it remains at the site for the required operating period. If you do not own the land, attach written permission confirming your agreement with the owner.

Offer interested users access, payment options and prices on market-based, non-discriminatory terms. Booking systems and restricted time slots are allowed. Where others use the station, you must be able to share project information and relevant vessel or charging data, and publish point information in real time. Keep the station operating for three years after completion; your obligation remains after a transfer.

An optional supplement adds 5% of the purchase cost of qualifying chargers or battery storage, rather than 5% of the whole project. Chargers must demonstrate significant innovation or substantially improved technical performance. Battery packs, modules and cells must originate outside China, and the battery must have grid-forming converters that support operation of the wider energy system. Both battery conditions apply. Claim the supplement in the application but do not add it to the requested amount: the agency calculates it and pays it after accepted final reporting and technical and origin evidence. For EU-origin goods, a supplier declaration can replace customs evidence.

Legally required work and work required by a permit are excluded, as are costs or purposes already receiving other public support. Apply before construction, equipment orders or other irreversible commitments. Land purchases and preparatory permits or studies do not count as starting work, but pre-application costs are not funded. Any concession or contract with a third party to build, upgrade, operate or lease the funded port infrastructure must be awarded through a competitive, transparent, non-discriminatory and unconditional process.

Apply in Swedish through Mina sidor, linked on the official page. Request portal access in advance; 1 November is the recommended last date. Submit one application per port, including the mandatory application appendix, net-present-value template, site and technical details, timetable, costs, financing and any required landowner permission. Describe grid-capacity and permit risks and future users, supported by analysis or letters of intent where relevant.

Applications compete primarily on requested support per new kW of simultaneous charging capacity. The agency also considers grid and permit risks, potential users and your ability to finance and complete the project. The requested amount cannot be changed later. Decisions are expected no earlier than November 2026.

The decision sets the payment plan. Up to 75% may be paid in advance; the balance follows accepted completion and cost reporting. Payment needs a Swedish bankgiro or plusgiro payment arrangement linked to the recipient's organisation number (registration identifier). Keep advance funds separate from your own money and provide evidence of the transfer. Maintain separate, auditable project accounts and invoices in the recipient's name; final reporting requires an authorised auditor's certificate. Repay unused support when requested or within 15 days of the agency's final financial-reporting decision. Misuse or breached conditions can also lead to repayment.
