Nest home energy improvements
Free insulation, heat pumps or solar panels for eligible homeowners and private tenants in Wales on low incomes or qualifying benefits.

Nest provides a package of home energy improvements at no cost to you, rather than a loan to repay. An assessor visits your home to determine the support suited to it; the package may include insulation, a heat pump or solar panels.
If your home has no heating or hot water, Nest may also repair or replace a boiler or electric storage heater. This is not a general offer to replace a working boiler.
Eligibility
You must live in Wales and own or privately rent the home to be improved. Council and housing-association tenants do not qualify for these improvements. Private tenants must provide landlord details so Nest can obtain permission for the work; Nest also checks that private landlords are registered with Rent Smart Wales before improvements.
You must receive a qualifying benefit or meet Nest’s low-income test:
- Qualifying benefits listed in the current guidance are Universal Credit, Pension Credit, income-related Council Tax Reduction, or Child Tax Credit with individual income below £18,660 a year. The guidance separately lists older benefits that moved to Universal Credit in March 2026, with possible extensions until July 2026.
- For the low-income route, the limit depends on the number and ages of people in your household. Income is assessed after rent or mortgage payments, excluding disability-related payments and benefits. Use the official household income tables linked below to check the limit for your household.
Your home must also meet an energy-efficiency test. Its Energy Performance Certificate (EPC) grades how energy-efficient it is, from A (most efficient) to G (least efficient). Normally, its score must be 54 or below, meaning band E, F or G. A score of 68 or below—band D or worse—can qualify if someone in your household has an eligible chronic health condition. Band D homes without a qualifying health condition go on a reserve list.
Eligible health conditions include respiratory or circulatory disease, mental health conditions, dementia, and intellectual and developmental disorders. You must provide evidence of the condition. Nest can help you check your home’s EPC rating.

Homeowners must provide a mortgage statement, buildings insurance policy or property deeds. Private tenants must supply their landlord’s details. If applying through the benefits route, provide evidence such as a benefit award letter or Council Tax statement. For a health-based application, accepted evidence includes a prescription, medication package, treatment plan, or a GP or hospital appointment or referral letter.
