Investment grants or interest-subsidised loans for companies and public bodies delivering first large-scale demonstrations of environmental technologies in Germany.

Fund construction, machinery, commissioning and related performance measurement for a large-scale environmental demonstration in Germany. Eligible areas include climate protection, energy efficiency, renewable energy, circular economy, waste and wastewater, air and soil protection, noise reduction, resource efficiency and qualifying climate-adaptation investments.

The investment grant normally covers up to 30% of eligible expenditure for small and medium-sized enterprises and the listed private and public bodies, or up to 20% for large enterprises. It is normally capped at €7.5 million per project. Alternatively, the subsidised loan can cover up to 70% of eligible expenditure, with a term of up to 30 years, up to five repayment-free years and a fixed rate for the first ten years. The federal interest subsidy is normally five percentage points for five years, but the ministry decides its amount and duration for each project.

Eligibility

  • You can apply as a commercial company, another private-law legal entity, a municipality or one of the other listed public or municipal bodies. Every applicant must have an establishment or branch in Germany, and the investment must be in Germany.
  • The plant or process must go beyond the current state of the art or combine processes in a novel way. It must be a large-scale technical demonstration, must not already have been used in your sector by you or a legally or economically connected organization in Germany or abroad, and must be transferable within or beyond your sector.
  • The programme funds investment rather than research and development. It excludes land purchase, ordinary operating and administrative costs, financing costs and your own work. A project solely to manufacture an environmentally friendly product is excluded unless the manufacturing process itself meets the programme's innovation and environmental-benefit test.
  • Programme finance generally cannot be combined with other federal or state public funding. Supplementary loans from KfW or another development bank and deficiency guarantees may be allowed within the applicable state-aid limits.

How to apply

Start by preparing and submitting a project outline to KfW. Describe the process in concrete terms, quantify the expected environmental benefit and explain what is new compared with current practice. KfW checks the outline and sends it to the German Environment Agency (UBA) for an initial technical assessment. After a positive UBA assessment, KfW invites you to submit the formal application and provides the forms.

Submit a grant application directly to KfW. For a loan, apply through a bank or savings bank of your choice; qualifying municipal authorities and associations apply directly to KfW. Do not enter a supply or service contract for the project before KfW issues its formal funding decision. Planning, tendering, permits, ground investigations, land acquisition and site preparation do not count as starting the project.
