Low-income home insulation subsidy
Up to €5,000 including VAT for owner-occupiers with a low income to insulate a pre-2000 home in Montferland.

The grant pays towards insulation of your home's roof, floor or ground beneath it, external walls, cavity walls and glazing. This entry covers work carried out by an installation company. The municipality pays you after the work is approved, or pays the company directly at your request.
Insulation must improve the existing outer boundary that separates your home from the weather. A wall between two houses, a detached outbuilding, or an unheated attached store or conservatory is excluded. An extension qualifies only if it has an open connection to a heated room, already forms part of that boundary during the improvement, is used as part of the existing home and meets the subsidy conditions.
Eligibility
- You must own and live in the home. It must be in Montferland, have permission for permanent residential use and have been built before 2000.
- For an application in 2026, your latest joint gross annual income must be no more than €46,500, including holiday pay. Add your own income and that of any fiscal partner: wages, benefits, pension and income from assets all count. If you are self-employed, use your business profit before the entrepreneur deduction (ondernemersaftrek) and SME profit exemption (MKB-vrijstelling), the tax deductions that can reduce your taxable business profit. For 2027 applications, the limit is the 2026 gross modal income in the CPB's latest 2026 forecast.
- Work must have been carried out after 1 July 2025 and must be completed before 31 December 2027. After a subsidy reservation you have at most 12 months to finish, within that final date.
- Each measure can receive this subsidy only once per home. You cannot apply for multiple municipal subsidies for the same measure. If you previously received Bespaar met Elkaar 2023–2025 support, you can apply for a different measure.
- Use insulation materials on the ISDE code list, the national list identifying qualifying products. Your company must put the product codes on the quote and invoice.
- Arrange any necessary surveys and irrevocable permits before applying. Work must comply with nature-friendly insulation rules and the Omgevingswet; you pay the associated survey and permit costs yourself.
The material conditions require at least 10 m² for cavity or external-wall insulation, 20 m² for floor/ground or roof/attic insulation, and 3 m² for glazing. The table uses Rd for insulation resistance and U for heat transfer through glazing. Cavity insulation requires an Rd value of at least 1.1; external-wall and roof/attic insulation require at least 3.5, or 2.5 for monuments. Floor/ground insulation requires at least 3.5. Double glazing requires a U value no higher than 1.2, or 3.0 for monuments. Triple glazing requires a U value no higher than 0.7 and a frame U value no higher than 1.5. Give the material conditions to your installer so the quote includes the required area and insulation values.
The municipality may refuse support if you do not demonstrate that the subsidy is necessary for the work.

Create an account in Energieloket Achterhoek's resident portal, open “Subsidies” and choose “Isolatiesubsidie Laag Inkomen”. For help, call 0314-820360 or email info@energieloketachterhoek.nl. In special cases, such as difficulty using computers or the internet, a postal application is possible after calling Energieloket first.
Submit the application form, proof of your latest joint gross income, a quote or cost estimate showing each measure, ISDE code, area and compliance with nature-friendly insulation, and any necessary surveys and irrevocable permits. You may obscure your BSN identification number on income documents. Within eight weeks you receive notice about completeness; a complete application leads to a provisional decision reserving the subsidy. If documents are missing, you have four weeks to supply them.
Complete applications are considered in order of receipt against a €236,000 budget. If applications on the same day exceed the remaining budget, a lottery sets their order. Once the budget is exhausted, applications go on a waiting list; funding is not guaranteed.
Take at least two photos per measure before, during and after the work, and photos of material labels. After completion, request payment through the portal within 12 weeks. Upload the payment form, photographs and an invoice addressed to you showing the execution date, measure, ISDE code, area, nature-friendly compliance and costs per measure. Keep a copy of the invoice. Final determination normally takes up to 12 weeks, extendable once by up to 12 weeks. The municipality pays within 30 days after the final decision.
Notify the municipality immediately if work or subsidy obligations cannot be completed, and report relevant financial changes in writing. Allow inspection: you must repay the grant if the work was not carried out, was carried out differently, or you do not cooperate sufficiently with inspection.
