Grants help Berlin property owners and roof users add solar-electricity storage, suitable metering and special photovoltaic installations, with planning support for larger buildings.

Ta możliwość jest obecnie dostępna po angielsku.

SolarPLUS S supports individuals and homeowners’ associations with one- or two-family houses and terraced homes. SolarPLUS L supports apartment buildings, commercial premises and other non-residential buildings. The grants do not normally have to be repaid, but breaches of the funding conditions can lead to recovery.

For SolarPLUS S, the published photovoltaic capacity bands begin at 2 kilowatts peak (kWp), the panels’ rated peak output. Storage support is €500 for 2–2.99 kWp, rising by €250 for each next one-kWp band to €4,750 at 19 kWp or more. Support for the extra cost of a heritage-compatible installation is €600 for 2–2.99 kWp, rising by €300 per band to €5,700 at 19 kWp or more. A qualifying meter cabinet receives €750; its purchase and installation must cost at least €1,160 including VAT. Cabinet planning, electrical connection and measurement-report costs are excluded.

SolarPLUS L requires at least €1,000 of gross eligible costs in each supported category. For individuals, small enterprises and homeowners’ associations, grants cover 65% of eligible roof reports, feasibility studies and metering concepts; medium enterprises receive 55% and large enterprises 45%, with a €15,000 cap. For installation measures, the respective shares are 50%, 40% and 30%: metering places are capped at €15,000, combining grid connections at €10,000, and storage or each special PV category at €30,000.

L storage funding covers the storage unit, energy-management equipment, battery inverter, installation and two thirds of a hybrid inverter’s cost. Heritage, integrated-facade and green-roof PV support covers the additional cost over standard PV, rather than the whole array. Metering support covers the metering place and installation, excluding planning, electrical connection and measurement-report costs. Combining connections can include planning, removal of old connections, strengthening the connection and necessary cabling.

Enterprise size is assessed under the EU small and medium enterprise rules. Small enterprises have fewer than 50 staff and turnover or balance-sheet total no more than €10 million. Medium enterprises fall below 250 staff and have turnover no more than €50 million or balance-sheet total no more than €43 million, while falling outside the small category. Partner enterprises are counted proportionately and linked enterprises in full.

Eligibility

  • The building and project must be in Berlin. Owners may live in another German state.
  • S is for individuals or homeowners’ associations owning or otherwise entitled to use an owner-occupied or rented one- or two-family house or terraced house. An apartment owner in a homeowners’ association can qualify through a special roof-use right granted by the division declaration or an association decision. An authorized company may submit for them. S projects can be planned or already under way. If already started, this entry covers projects begun after 8 January 2026 and still unfinished. Signing a delivery or service contract, placing a binding order or paying a deposit counts as starting; starting before applying is at your own financial risk.
  • L covers private individuals, private legal entities and legally capable partnerships with building ownership or use rights, including housing companies, cooperatives and charities. Energy-service companies and utilities may apply for leased roofs with the owner’s consent. Legally capable public-law bodies, institutions and foundations are also eligible, but the project building must not be public. Individual owners of houses, terraced homes or individual apartments are excluded from L.
  • L applicants must wait for IBB Business Team’s email confirming that the complete application was received and that work may start at their own risk. Signing a delivery or service contract, placing a binding order or paying a deposit counts as starting. The receipt is not a grant award.
  • A new or upgraded S cabinet or L metering place qualifies when existing provision is insufficient, was commissioned before 31 December 2014, or does not comply with current rules.
  • Storage must accompany new PV. For a retrofit, the complete storage application must arrive within three months of PV commissioning; L’s separate rule against starting before the application receipt still applies. Only one new system per PV array is supported. Lead-acid batteries, used systems, self-built systems and prototypes are excluded; prototypes are normally systems operated in fewer than four examples. Storage must be purchased, with a ten-year manufacturer guarantee replacing its current value and a registered manufacturer’s take-back/recycling arrangements. At least 75% of its annual stored energy must come from the directly connected renewable installation.
  • Heritage-compatible PV requires a Berlin-listed monument or a building in its immediate setting and permission from the heritage authority for the design. Roof-integrated systems must preserve waterproofing. Facade PV must be functionally or visually integrated into the building envelope; merely attaching standard modules is excluded. Building and any heritage permissions must be met. Green-roof PV must be newly installed over an extensive green roof; projects that could receive GründachPLUS are excluded.
  • L reports, studies and concepts must be pre-investment planning by qualified people; qualified employees may produce them in-house. One report per roof aspect, one study and one concept can be supported per project; different aspects need separate applications. Roof reports are only for buildings completed before 31 December 2014 and must address monument impacts. Feasibility studies assess implementation and economic or technical viability; heritage-design studies must be coordinated with the heritage authority. Metering concepts are for local solar supply to people in the building without using the public grid and must meet current technical and legal rules. In tenant-supply projects (Mieterstrom), a supplier provides the locally generated PV electricity to consumers in the building. In shared building supply (Gemeinschaftliche Gebäudeversorgung), participants sign an agreement covering only the PV electricity, which must be allocated in 15-minute intervals.
  • Combining connections is limited to a new PV project supplying tenants or sharing electricity within an existing building completed before 31 December 2014. Tenant-supply projects must source residual electricity from renewables. Funded projects must not cause rent increases; grants count as third-party contributions when calculating modernization charges.
  • Work must be carried out professionally by suitably qualified people; construction trades must operate commercially. Grid-connected systems require registration and commissioning by an electrician registered with the grid operator, as applicable. Follow grid and technical rules, ensure structural suitability and required fall protection, and use registered component manufacturers.
  • Applicants with insolvency or equivalent proceedings requested or opened are excluded, including through award. L also excludes applicants, and owners of applicant legal entities, who have supplied or must supply a statutory statement of assets to creditors. Companies with an unpaid European Commission aid-recovery order or classed as an EU “undertaking in difficulty” are excluded. That test includes insolvency proceedings or meeting the legal conditions for creditors to request them, an unrepaid rescue loan or outstanding rescue guarantee, or a continuing restructuring plan following restructuring aid. It also covers limited-liability companies that have lost more than half their subscribed capital through accumulated losses, and companies with some unlimited-liability owners that have lost more than half their book equity through accumulated losses; these capital-loss tests exempt SMEs under three years old. For non-SMEs, it also includes debt-to-equity above 7.5 together with earnings-before-interest/tax/depreciation/amortization interest coverage below 1.0 in both of the last two years. These ratios compare debt with equity and operating earnings with interest payments.
  • Costs already supported by another programme cannot be funded again; combination with WELMO is expressly allowed. Cash-paid invoices are ineligible. Where VAT can be deducted or refunded, only net prices are counted in the expenditure evidence.

How to apply

  • New SolarPLUS S/L applications are currently accepted.
  • Awards depend on available budget; the current directive expires on 31 December 2026.

Apply electronically to IBB Business Team through its SolarPLUS website. Complete the form, upload the required documents, save it and send it; merely creating an application is not submission. Provide quotes for the requested measures, PV capacity where relevant, the explanation for replacing metering and heritage approval for heritage-compatible PV. Companies declare their size, and roof-leasing energy providers supply the owner’s consent.

Begin and finish the approved project within one year of applying. An extension requires a request and IBB Business Team’s agreement. Within three months of completion, submit the expenditure and implementation evidence through the portal. Completion means PV and storage commissioning for combined systems, PV commissioning for special installations, finished metering or grid-connection work, or the final report/study/concept. Supply the relevant commissioning records, invoices and payment proof; special PV also requires photos, reports their final output, and tenant-supply connection projects proof of renewable residual electricity. Request payment separately: IBB Business Team pays after checking which costs qualify.

Use funded equipment for its intended purpose for at least three years after project completion. Report shorter use; the grant can be recovered with interest, potentially proportionately, but no repayment is required where the cause was beyond your control, such as fire. Immediately report changes in the funded purpose, award-relevant circumstances, financing or ability to deliver, and insolvency. Keep original receipts, contracts and funding records for five years after submitting expenditure evidence, or longer where other law requires. Incorrect information, misuse or breaches such as missing evidence or notifications can lead to recovery, with annual interest of five percentage points above the statutory base rate.

Awards depend on available budget and IBB Business Team’s decision; there is no entitlement to a grant.
