Home insulation grant

Gemeente DrimmelenHolandiado 1,4 tys. EUR

Owner-occupiers of poorly insulated homes built before 1992 can receive a grant for contractor-installed cavity-wall insulation.

Ta możliwość jest obecnie dostępna po angielsku.

The ordinary route, called doelgroep C, covers actual eligible costs up to €1,150 per home address without an income test. Qualifying biobased insulation adds €250, taking the maximum to €1,400, but payment cannot exceed eligible costs. Biobased material must contain at least 70% biobased material by mass, meet the insulation requirement and appear in the RVO material-code list’s biobased-bonus column; provide evidence of the material used. You pay any costs above the award.

For cavity walls, at least 10 m² must be insulated; the eligible area is capped at 170 m². The new material must have an Rd value of at least 1.1 m²K/W, which measures its resistance to heat loss. Existing insulation cannot count towards that minimum. Use material listed with an RVO meldcode, the product code identifying qualifying insulation. UF foam is excluded for new purchases from 1 April 2026. Earlier qualifying installations from 24 September 2024 to 1 April 2026, or a demonstrable purchase agreement made before 1 April 2026, retain the municipal after-work route. Finishing work such as plastering, painting and wallpapering is excluded. Auxiliary materials listed in the municipal instructions, such as battens, membranes and fixings, may use no more than 30% of the grant.

Eligibility

  • You must own and occupy an existing home in Drimmelen and be registered there in the Basisregistratie Personen, the residents register. The home must have been built before 1992.
  • Its WOZ property valuation must have been strictly below €462,000 on 1 January 2022, 2023 or 2024. One qualifying year is enough. The ordinary C route has no income test.
  • At least two component groups must be uninsulated or poorly insulated: floor/crawl-space bottom; walls including the cavity wall; roof/attic floor; or windows/doors. Annex 1 defines poor insulation: roof below 9 cm or Rc ≤2.0; attic floor Rc ≤0.5; walls Rc ≤1.1; floor/bottom below 5 cm or Rc ≤1.3; glass Ug ≥1.6. Rc measures a component’s thermal resistance; Ug measures heat transmission through glass. You need not insulate both qualifying groups.
  • Insulate the existing home surface, not extensions or parts demolished and rebuilt. Work or costs before 24 September 2024 are excluded. Cavity-wall subsidy can be requested only once within this programme; multiple component applications share the address-level maximum.
  • Protect birds and bats before cavity-wall work. A specialist nature-friendly contractor can use the permit-free route, must first let vulnerable animals leave safely and must follow the breeding/nursing calendar. Its village registration limits are 3% of homes in the first year, 2% in the second and 1% in the third; work moves to the next available period if the limit is reached. Otherwise an ecological survey and applicable environmental permit are needed. The homeowner remains responsible for wildlife protection.

  • Applications remain subject to the C-route budget; completed applications take priority.[^c7][^c8]

Apply through Gemeente Drimmelen’s “Aanvraag subsidie - vooraf” form before contractor work. Submit your address, the component to be insulated, a quotation or estimate and before-work photographs; provide the applicable wildlife permit if you are not using a qualifying nature-friendly contractor. Check beforehand that the contractor accepts the municipal voucher. After approval you receive a personal code to deduct the grant from the contractor’s invoice. The programme also reimburses eligible completed work through its after-work application route.

Complete the work and submit the final subsidy claim within six months of the award. Arrange wildlife-safe scheduling within that period. Supply photographs before, during and after work, material specifications showing its insulation value, the insulated area and invoices or payment proof. Allow home inspections. Report relevant financial or organizational changes involving third parties, or problems meeting the grant duties, promptly and within four weeks. Incorrect or noncompliant work can reduce the grant, including to zero; overpaid support must be repaid, and refusing inspection triggers repayment.

Applications are accepted until 1 December 2028 while funds remain. The C-route budget is €1,060,668. Complete applications are processed in receipt order, with a lottery if same-day applications would exceed the budget. You have at most three months to complete an incomplete application.
