Grants for individuals, businesses, associations and cooperatives to remove sealed surfaces and permanently plant the ground in Emsdetten.

Ta możliwość jest obecnie dostępna po angielsku.

This entry covers voluntary unsealing under proKLIMA: removing paving, asphalt or concrete and replacing it with permanent planting. This helps rainwater soak into the ground and reduces local heat through shade and evaporation.

The grant pays €50 per m², limited to 50% of eligible costs and €5,000 per property, address or building. Planning, materials, construction and disposal of the old surface can count when directly necessary for the unsealing and planting. VAT is included. Your own labour is excluded; for DIY work, only invoiced material and other direct purchases can count.

Only one application per programme component is approved each year, with an annual funding ceiling of €5,000. You cannot combine this support with other funding programmes. Awards depend on available municipal funds; there is no entitlement to a grant.

Eligibility

  • Individuals, businesses, associations and cooperatives may apply. The property must lie within Emsdetten. Joint property owners receive the grant jointly. You must ensure the work complies with applicable law and building regulations.
  • Fully unseal at least 10 m² of connected ground. Partial unsealing, such as grass-grid paving, is excluded. Use perennial, mainly native and insect-friendly plants that will cover the whole area when established. Lawn is excluded; plant woody shrubs or trees where possible.
  • The work must be voluntary. Measures required by law, a development plan, a contractual obligation or a building permit are excluded. Additional voluntarily unsealed ground beyond a mandatory area can receive proportionate support. Work affecting a listed building needs prior monument-authority approval.
  • Carry out the work in the application year. Only necessary, attributable and demonstrably reasonable costs qualify. Purchased items must be factory-new and bought from specialist retailers; online purchases are excluded.
  • Maintain the unsealed ground for at least ten years. The binding period starts when the grant is paid. Keep the supporting documents for five years, and allow the city's announced inspections during the binding period; inability to verify correct implementation can trigger recovery.
  • Notify the city immediately of circumstances that could trigger repayment, and report changes of use or ownership during the binding period. Breaching conditions, misuse or subsequently discovered disqualifying information can lead to full or partial recovery, potentially with interest. Permanently unusable funded items must be repaid proportionately unless replaced by an equivalent factory-new item. For sale or gifts within Emsdetten, transfer the award and its obligations; transfers outside Emsdetten can lead to proportional recovery. Moving a funded item to another municipality also requires proportional repayment for the remaining binding period.
  • Funded measures cannot be used as the basis for a rent increase.

Warunki naboru
  • Voluntary unsealing only. All work must be completed and accounted for, and all documents received by 15 November 2026. Intake may close earlier when funds are exhausted.

Use Stadt Emsdetten's proKLIMA page to access the digital application. In exceptional cases, request a printed form from stadtplanung@emsdetten.de and submit it to that email address or to Stadt Emsdetten, FD 61 – Förderprogramm proKLIMA, Am Markt 1, 48282 Emsdetten.

Apply normally before purchasing or carrying out the work. You may also apply after purchase or implementation, within six months of the project. Supply a copy or photo of your identity card (redact unnecessary data, particularly access and serial numbers) or a current population-register extract to prove your residence. Also supply a site plan or clear sketch, photos before and after the work, gross invoices and purchase contracts, proof of payment, the final invoice identifying eligible costs, a plant list and the required data-protection confirmation. Photos must not contain recognisable people. The application permits anonymised publication of the photos by the city; you can object promptly by email.

If applying with a qualified quote, provide a binding order or invoice within four weeks. Funds are reserved when all documents then required are present. Submit all required documents within six months of the first application or the award lapses. The city can extend these periods for evidenced compelling reasons, such as delivery delays. A higher final invoice does not increase the reserved or applied-for award.

For the 2026 intake, the work must be completed and accounted for and all documents must reach the city by 15 November 2026; existing awards can lapse if this is missed. Complete applications are processed in order of receipt. Intake closes earlier if funds are exhausted. Payment follows complete documentation, positive assessment and the award notice, including submission of the required photos.
