Solar IBI property-tax relief
Reduce the annual IBI property-tax bill for an existing property in Rivas Vaciamadrid with a first solar-electricity installation for own use, including eligible shared systems.
Esta oportunidade está atualmente disponível em inglês.
The Ayuntamiento de Rivas Vaciamadrid reduces the IBI property tax charged on eligible properties with photovoltaic panels that generate electricity for self-consumption. The reduction is calculated from the gross annual IBI charge, using the property's total cadastral value, the value recorded in the land and property register:
- €35,000–€149,999.99: 50% reduction, capped at €250 per year.
- €150,000–€199,999.99: 30% reduction, capped at €200 per year.
- €200,000–€300,000: 20% reduction, capped at €150 per year.
The resulting net IBI bill cannot fall below €100. Each participating property must remain within the €35,000–€300,000 cadastral-value range throughout the benefit period.
The original benefit period covers the three tax years following the year in which the municipal conformity report was notified. A later application takes effect in the following tax year and does not restart that clock. For example, a report notified in 2025 gives an original 2026–2028 horizon: an eligible first application in October 2026 can cover 2027 and 2028, without relief for 2026 or an extension beyond 2028.
Eligibility
You must be liable for IBI on the Rivas Vaciamadrid property. The registered cadastral owner or owners must also own the solar installation. The applicant, property and installation must meet every requirement when the application is registered.
- The property must already be built, have its own independent cadastral reference, and have a valid first-occupation licence or a valid authorization that replaces it.
- For an individual installation, the minimum installed capacity is 4 kW for the first 300 m² of built area recorded in the cadastre, plus 4 kW for each additional 100 m² or fraction. The maximum is 100 kW.
- For shared installations in existing multi-storey buildings under horizontal ownership, where separate homes or premises share building ownership, the system may supply all or some units. It must allocate at least 1.5 kW of installed capacity to each participating home or premises, with a total maximum of 100 kW. The building must have a valid first-occupation licence or replacement authorization. A system serving only common areas without their own independent cadastral reference does not qualify.
- Only a first installation qualifies. Systems included in the same project or planning file as a new-build construction, expansions and replacements of existing systems are excluded. Properties used as storage rooms or individual vehicle parking spaces are also excluded.
- Obtain the municipal Informe de Conformidad before applying. This report confirms that the proposed works and installation comply with planning and other applicable rules. Cases without the prior report, or without a copy attached to the tax application, are archived.
You bear the burden of proving that the requirements are met. An award dependent on future conditions or requirements not yet checked is provisional and may be checked and adjusted later. If municipal technical checks establish that the installation or technical design does not comply with planning or tax requirements, the municipality cancels the relief and requires repayment of the benefit plus any applicable late-payment interest.

- Apply within the three years following the conformity-report notification year. Relief starts in the tax year after filing and cannot extend beyond the original three-year period.
Submit the municipal solar IBI relief form through the Ayuntamiento de Rivas Vaciamadrid's entry registry once you have the conformity report. The municipal Gestión Tributaria department examines the application. You may apply during the three years following the report's notification year; relief starts in the following tax year, within the original three-year horizon.
Attach the conformity report; the technical design memorandum signed by an authorized installer and registered with an Entidad de Inspección y Control Industrial (EICI), the industrial inspection and control body; the authorized installation company's electrical-installation certificate registered with EICI; and the EICI-issued proof that commissioning documentation was submitted, or the notification that low-voltage registration was completed.
For a shared building installation, also attach a document signed by both the owners' community president and administrator. It must include the installation certificate expressly stating the installed capacity for each affected home, the community's tax ID and legal name, each participating owner's tax ID and full name, and the address and cadastral reference of every affected home.
Use the official electronic service with an electronic Spanish national identity card (DNI), digital certificate or Cl@ve account. Legal persons, entities without legal personality such as owners' communities, and representatives of people required to file electronically must use electronic filing.
