Homeowners' association sustainability measures subsidy (SVVE)
A Dutch grant for homeowners associations, housing associations and housing cooperatives installing insulation, low-carbon heating or a whole-building energy-efficiency package.

This part of SVVE supports insulation in the existing thermal envelope, heat pumps, solar boilers, district-heating connections and a very energy-efficient whole-building package. Additional ventilation, heating controls and construction supervision can qualify when combined with specified main measures.
Amounts depend on the measure. Insulation rates are paid per square metre and are higher when the association carries out at least two main measures. A qualifying whole-building package also receives a €4,000 bonus per home.
Eligibility
Eligible applicants include homeowners associations, housing associations and housing cooperatives. A homeowners association must include at least one home without an official tenancy agreement, which the scheme treats as an owned rather than rented home. Support only covers insulation of existing thermal-envelope components, not extensions.
A district-heating connection under this component is only available when every home has an owner-occupier. Mixed associations use a different scheme for that measure.

Apply online to the Netherlands Enterprise Agency with eHerkenning level 2+ before carrying out or buying the measures. Prepare the quotations, building details, planned quantities and any required product codes; mixed associations also need state-aid declarations from landlords.
