ELEGRID electricity-grid capacity grant

Grants for licensed electricity-grid operators to expand connection capacity for renewable energy in Czechia.

Această oportunitate este disponibilă momentan în limba engleză.

ELEGRID funds new or expanded power lines, substations, transformers and grid-control systems that demonstrably increase capacity for connecting renewable generation. Increased capacity for electrified industrial processes, heating and transport is a secondary benefit. The grant comes from the Modernisation Fund and is administered by the State Environmental Fund of the Czech Republic.

The maximum contribution per additional megawatt of connection capacity is CZK 9,770,000 for low voltage, CZK 1,750,000 for medium and high voltage, and CZK 570,000 for extra-high voltage. This is a standardized contribution for a verified result, rather than reimbursement of individual invoices.

Requested support cannot exceed 25% of the call’s allocation per project or 50% across one applicant and its linked enterprises. With the current CZK 10 billion allocation, these limits are CZK 2.5 billion and CZK 5 billion respectively. They are shares of the allocation, not percentages of project costs.

Eligibility

  • You must hold an electricity-distribution licence for an area with more than 90,000 customer connection points, and your distribution system must connect directly to the transmission system. The licensed transmission-system operator can also apply.
  • The project must be in Czechia, remain unfinished and have started no earlier than 1 September 2025. The call defines starting work as handing over the construction site.
  • The project must create a positive, non-zero increase in renewable connection capacity. Calculate this using the prescribed reference operating conditions and Czech Technical University methodology, and have the result verified independently. Capacity already counted in another publicly funded project cannot be counted again.
  • The independent assessor must have no ownership links to you, at least three references for assessments in grid modelling and design from the past three years, and a team including an authorized engineer in technological building equipment (IT00) specializing in electricity networks. The assessor must document registration for “Manufacturing, trade and services not listed in Annexes 1–3 of the Czech Trade Licensing Act”, and the individual assessor’s qualifications. You supply the university study that sets the assessment methodology.
  • You cannot be an undertaking in difficulty, insolvent, in liquidation, in arrears to public budgets or taxes, or a company with the prohibited conflict of interest. The conflict restriction includes at least 25% ownership by a public official covered by §2(1)(c) of the Czech Conflict of Interest Act, or an entity they control. Disclose your ownership structure and beneficial owners for this check.

The financial-distress test includes accumulated losses that have consumed more than half the applicable company capital, insolvency criteria, a rescue loan not yet repaid, a rescue guarantee not yet terminated, or an ongoing aid-funded restructuring plan. For non-SMEs, it also applies when both book debt exceeds 7.5 times equity and earnings before interest, tax, depreciation and amortisation cover less than the interest expense in each of the past two years. SMEs younger than three years are exempt from the capital-loss tests; the insolvency and rescue/restructuring tests still apply. Submit the financial information prescribed by SFŽP’s current assessment guidance.

You must arrange qualified technical supervision, comply with applicable procurement, accounting, sanctions, anti-money-laundering and conflict rules, and retain project records for at least ten years after project completion. Your suppliers must also satisfy the sanctions and conflict requirements. Other public support cannot pay for the same eligible expenditure; notify SFŽP of any additional public funding.

VAT is eligible only when you cannot deduct it, and only for the eligible share of the underlying expenditure. If you later become entitled to deduct that VAT, you must repay the corresponding support even if you do not claim the deduction.

Complete the project within the prescribed three-year period, with at least a preliminary acceptance certificate confirming completion. Keep the funded assets operating under the grant conditions for ten years from submission of the final-evaluation documents, allow checks and notify SFŽP of changes to the project, your details or the grant conditions from application until the end of that period. SFŽP assesses and approves or rejects project changes; making an unapproved change that breaches the call conditions can prevent payment of all or part of the grant. Inform SFŽP about legal encumbrances; the call provides exceptions for statutory or grant-security liens and engineering networks on land.

Mandatory publicity includes an A3 poster for contributions up to CZK 13 million; higher contributions require a billboard and a commemorative plaque. Display the poster or billboard within one month of starting implementation and the plaque immediately after completion. Multiple projects can share a billboard and plaque: the shared billboard is due within one month of the first physical start or first funding decision, whichever is earlier, and the shared plaque after the last project finishes. Publish support information on your website and social media if you have them, and produce one short video and at least eight print-quality photographs. Combined online information may cover multiple projects.

Condițiile sesiunii de finanțare
  • Complete eligible applications are processed in submission order, within the available allocation.[^c19]
  • An eligible application beyond the available allocation may enter the reserve; support is not guaranteed.[^c6]

Apply electronically through AIS SFŽP. Provide the electricity licence, technical report and framework budget, completed self-assessment, financial-distress and ownership documents, bank details and any required authorization to act. All submission documents must be dated and signed by the time you apply. The call’s property-rights attachment requirement is specifically scoped to land where energy-storage equipment will be located.

In the self-assessment, select the applicable compliance arrangements and explain how you ensure them, including cybersecurity. The call is noncompetitive: complete eligible applications are handled in order of receipt, within available funds. Eligible applications beyond the allocation can enter a reserve of up to 50% of the allocation and move forward in submission order when funds become available.

Payment is a single transfer after the contract takes effect and the project is completed. Request payment with the independent benefits assessment, preliminary acceptance certificate and publicity photographs before submitting final-evaluation documents. From signing the grant contract until submitting the final-evaluation documents, submit progress reports each year by 15 January for the previous year. Submit final-evaluation documents within twelve months of completion, including the applicable commissioning and asset-register evidence.
