Municipal energy, climate and biodiversity fund
A municipal grant toward a first CECB Plus energy diagnosis for eligible building owners in Meyrin.
Această oportunitate este disponibilă momentan în limba engleză.
The fund’s M-E-07 measure helps pay for a CECB Plus: a building energy certificate with an advisory report comparing renovation options. This entry covers the ordinary certified diagnosis for buildings whose construction permit became effective before 2000.
Meyrin contributes 50% of the cantonal MI-07 grant. The standard canton grant is CHF 750 for a single-family home, or collective housing and other building uses with up to 500 m² of energy reference area; it is CHF 1,500 for collective housing and other uses above 500 m². The municipal contribution is therefore CHF 375 or CHF 750 before any applicable reduction. The energy reference area is the area used to calculate the building’s energy performance.
Awards depend on available budget and are not an entitlement. The fund has a CHF 50,000 ceiling per application/project. Combined public grants normally cannot exceed 50% of total project cost; Meyrin may reduce its contribution when that threshold is reached or exceeded, and total subsidies can never exceed project cost.
Eligibility
- Individuals must have their official domicile in Meyrin; businesses and associations must carry out the supported activity there. The supported building must be in Meyrin. Payment goes to its owner or a representative with valid authorization.
- This covered route is for a first diagnosis of a building with a construction permit effective before 2000. Updates are excluded, as is a diagnosis while an M-01 insulation-grant request is being processed.
- A certified CECB expert must establish and publish the report. The IDC, the building’s heat-consumption index, must be supplied to OCEN, Geneva’s cantonal energy office, when the report is prepared and included in it. Supply the average IDC for the last three years. The report must compare at least three renovation variants, including a comprehensive renovation achieving the HPE high-energy-performance standard or equivalent, and show the admissible IDC for each variant.
- Cantonal eligibility excludes the State of Geneva, the Confederation and owners exempt from the CO₂ levy. Public buildings or installations directly influenced through cantonal credit allocations are excluded. Institutions receiving a global cantonal budget without that direct influence can qualify. Submit one cantonal request per federal building identifier (EGID) and postal address.
- Landlords must pass subsidy-related property-cost savings on through rents. An award also rules out the specified rent surcharge based on tenants’ expected energy-bill savings or their energy contribution under the cantonal LDTR rules.
- Obtain necessary permits and follow the approved project and applicable law. Complete the supported work within 24 months after the award decision takes legal effect. A justified municipal extension, normally at most six months, must be requested in writing before the 24-month deadline.
- Report changes to both Meyrin and OCEN, and delays to OCEN. A changed project may receive a reduced award or refusal; unauthorized work is not paid. Meyrin may inspect until 24 months after completion; OCEN may inspect at any time and request energy-consumption and production records, including IDC, for the first five years of service.
- Acknowledge municipal support in oral or written project communications using “Ce projet a bénéficié d’un soutien financier de la commune de Meyrin.” OCEN may recover grants based on incorrect information. Improperly obtained or diverted municipal aid can lead to legal proceedings, with a five-year limitation period.
How to apply

- Condițiile sesiunii de finanțare
- Subject to available budget. Submit a complete municipal request before or within three months after work starts or purchase; follow the earlier cantonal filing requirements.
Start with the cantonal MI-07 request on the Programme Bâtiments platform: OCEN should normally receive it before publication of the CECB Plus. The general cantonal rule requires receipt at least 14 days before supported work starts. Where prior filing is allowed, submit the cantonal/federal request before applying to Meyrin.
Apply to Meyrin using its online fund form, or send the municipality’s PDF form to ute@meyrin.ch. Select M-E-07. A complete, dated and signed municipal request must arrive before or at most three months after the work starts or purchase is made; the municipality’s acknowledgment accepting the request determines the receipt date. Complete requests are handled in arrival order.
Include the cantonal/federal application copy and quotation or invoice. Before municipal payment, provide the other authority’s award decision where applicable, any required effective building permit, bank details and final invoice. Payment requires the additional documents. For the canton, supply both the CECB certificate and CECB Plus, and submit the completion form and its annexes within 24 months after the cantonal award takes legal effect. The canton pays after validating completion and may refuse payment if the conditions cease to be met.
