Energy and climate project grants
Project grants for innovative energy projects and installations that deliver measurable climate benefits in the city of Lucerne.
Această oportunitate este disponibilă momentan în limba engleză.
This entry covers the innovative energy and climate project route within the municipal energy funding programme. It supports creative projects and installations that improve energy efficiency and climate-friendly life in Lucerne.
The city assesses each contribution individually. Support is normally at most 30% of demonstrated additional costs that cannot be recovered through the project's economic returns. The calculation compares investment with a conventional alternative and can take account of savings, maintenance, useful life, financing and external costs. Where there is an overriding public interest, the fund may increase support up to 50% of these unrecovered additional costs.
You can combine support with other funders' contributions, which you must declare. Total contributions cannot exceed the investment cost. Funding is discretionary: limited funds can lead to prioritisation or a reduced award.
Eligibility
- Individuals, legal entities and public bodies can receive support for eligible climate projects. The project or installation must be in the city of Lucerne.
- The project must make a measurable contribution to climate protection. Planning and implementation must use current technology. Any energy savings must go beyond legal requirements. Projects must be consistent with the city's energy and climate strategy and contribute to its 2000-Watt Society goals: reducing average primary energy use to 2,000 watts per person by 2050 and primary-energy greenhouse-gas emissions to zero per person by 2040. Projects still in technical development can qualify.
- At the time of award, the project must not yet be economically competitive with conventional technology, but must be assessed as viable and self-supporting in the long term. City-owned construction projects in the investment accounts are excluded.
- If renovation requires terminating tenancies to empty a building, provide a sufficient justification or evidence of a replacement dwelling with the application; inability to carry out works in an occupied property is a recognised justification. The project must be ready for a building permit. Terminations for partial renovations, such as heating replacement or insulation, exclude funding unless tenants are offered replacement accommodation in a comparable price range. Grants to owners must be deducted from investment costs when calculating rent increases.
- The city can impose project-specific monitoring, reporting, access for inspections or demonstrations, measurement and public-information conditions. Energy-generation projects may require reasonable measures to reduce demand; building measures may require energy advice.
- Wrongfully obtained grants must be repaid, including where information was false or incomplete, money was used for a different purpose, or award conditions were not met. Interest uses the cantonal tax late-payment adjustment rate in force when recovery is requested.

- Apply before construction or implementation starts. Support is discretionary and subject to available funds.[^c18][^c6]
Submit your application before construction or implementation starts; retrospective support is excluded. Use the municipal application portal, create an account or sign in, choose “Neues Gesuch erstellen” and select the special energy and climate project route (“Spezielle Projekte im Energie- und Klimabereich”). Complete and submit the application using “Erfassung abschliessen”.
Attach a complete project description with financing, its positive climate effects, greenhouse-gas emissions saved compared with current consumption over 20 years, and an economic calculation. Incomplete applications are returned without further processing. Umweltberatung Luzern is the application contact: +41 41 412 32 32 or info@umweltberatung-luzern.ch.
The award normally expires 24 months after the funding commitment; request any extension in writing with reasons. After completion, record completion in the portal and provide evidence that the project was carried out as planned, plus any documents required by the award. Payment normally follows submission of the required completion documents. The city can inspect completed projects and installations.
Under the energy regulation, the right to a contribution becomes time-barred two years after the award decision becomes legally binding; the fund may allow later payment in justified exceptional cases. The recovery limitation period is five years after payment.
