Home insulation subsidy
A grant for owner-occupiers in Deventer to insulate poorly insulated homes with a WOZ value below €477,000, including contractor-installed floor insulation.
This entry covers floor insulation installed by a contractor. The municipality provides up to €1,300 per home. Qualifying bio-based insulation materials can receive an extra €200, bringing the supported maximum to €1,500; the material must qualify for the bio-based bonus on the ISDE insulation-materials list.
You can apply before the work or for work completed on or after 1 January 2023. You can receive this municipal subsidy only once per home.
Eligibility
- You must own and live in the home, which must be in Deventer. Its WOZ value—the official property valuation—must be below €477,000 at the valuation date of 1 January 2024. The regulation allows an exception if a recent valuation report or purchase contract shows that the current value meets the applicable limit.
- At least two building components must be uninsulated or poorly insulated: the roof, floor, walls or glazing. Improving one of those poorly insulated components is enough.
- Floor insulation must cover at least 20 m² and the new material must have an Rd value of at least 3.5 m²K/W, the measure of its resistance to heat loss. The municipality can waive the area or insulation-value minimum if you demonstrate that you cannot meet it.
- Choose either floor insulation or insulation of the ground beneath the floor; you cannot claim both. If a homeowners’ association has applied for the same shared building component, an individual owner cannot apply again for it.
- PUR foam is excluded. The municipality may refuse work that adds a new element rather than replacing an outdated measure, or that can be reversed without special effort.

Apply to Gemeente Deventer using the application button on its official subsidy page. Send an overview of the poorly insulated building components. If you meet the initial conditions, the municipality asks you by email for additional information, including invoices and/or quotations. It checks the type, quantity and thickness of insulation before awarding the subsidy.
Complete applications are considered in order of receipt while funds remain. For an award made before the work, follow the completion-reporting deadline and any further reporting requirements in your award decision. The municipality may check completed work and may withdraw and recover all or part of the grant if the conditions are not met.
