This entry covers the personal-loan route of Stimuleringslening toekomstbestendig wonen. Borrow €2,500–€30,000 at 0% interest, fixed for the whole term. Solar panels have a separate €10,000 limit within that total. The maximum repayment term is seven years up to €10,000, ten years for €10,001–€15,000, and fifteen years from €15,001.

You can fund roof, external-wall, cavity-wall or floor insulation, solar panels, and a hybrid or other heat pump on the ISDE heat-pump code list. Roof, external-wall and floor insulation require a thermal resistance (R-value) of at least 3.5 m²K/W; cavity-wall insulation requires at least 1.1 m²K/W. A higher R-value means the insulation resists heat loss better. Existing asbestos must be safely removed before roof insulation. Locally sprayed PIR or PUR floor insulation must use HFC-free blowing agents.

Eligible costs include necessary materials and work including VAT; your own labour cannot be financed. There is no loan closing fee. You pay any financial-adviser costs yourself. SVn also charges you the costs of debt collection or demanding repayment, releasing a joint borrower from liability, and changing the loan type.

SVn holds the money in a building account and pays contractors against your submitted invoices. If you have already paid an invoice, reimbursement requires proof of payment and SVn approval. You pay any shortfall yourself, and special banking costs such as foreign or urgent payments are charged to you. The account normally lasts twelve months; you can request one extension of up to twelve months. Unused money reduces the loan when the account closes. SVn may close it after six months without transactions.

You repay a fixed monthly amount; at 0% interest the ordinary instalment reduces what you owe. Repayments start when SVn approves and activates the loan, rather than waiting until all the work is paid for. The balance must be repaid by the end of the term. Extra repayment is free, with a €250 minimum for a partial extra payment. After a partial repayment SVn adjusts the instalment; if it falls below €35, SVn may shorten the term instead.

Eligibility

  • You must be a private owner-occupier of an existing home in Texel, fully owned by you alone or jointly and used as your main residence. The home must be designated for permanent residence under the local zoning plan. Joint owners apply together. Applicants must be adults, and at least one applicant must be younger than 76.
  • Actual eligible costs must be at least €2,500. The municipality can refuse or withdraw approval if it considers the costs unreasonable for the result achieved.
  • Apply before the work has been carried out. Tenants and landlords cannot use this personal-loan route.
  • SVn assesses whether your income, household and housing/employment situation can support the extra payments alongside your existing expenses, and checks the BKR credit register. A municipal referral does not guarantee a loan.
  • Each joint borrower is responsible for the full debt. You still owe the money if the contractor fails to deliver. Late payment can attract statutory interest and administration or collection costs.
  • SVn can demand immediate repayment in the cases defined in its terms: at least two months of arrears continuing after formal notice; leaving, or being expected soon to leave, your permanent residence in the Netherlands; death where SVn has grounds to expect non-payment; bankruptcy or personal debt restructuring; or deliberately giving materially false information, including not using the loan for the agreed measures.

How to apply

Statut
Candidatures au fil de l’eau
Conditions de cette période de candidature
  • Subject to sufficient municipal budget; complete applications are considered in receipt order. Homes have priority over holiday homes if oversubscribed.[^c6]

Apply first to Gemeente Texel using its personal-loan form. Include the planned measures, technical specifications showing the relevant criteria, quotations or a budget, and a work schedule. The municipality checks the rules and, if it approves, sends a referral letter reserving municipal funds. Use that letter to apply to SVn, which makes a separate credit decision and issues the loan offer.

Applications are accepted while the municipal budget is sufficient, in order of receipt of complete applications. Homes take priority over holiday homes if demand exceeds the budget.
