Flex-e electricity-use scan grant
A grant for an independent adviser to assess how your organisation can shift electricity use and ease pressure on the Dutch power grid.
Cette fiche est actuellement disponible en anglais.
Flex-e pays 50% of the cost of a flexibility scan, up to €10,000. The scan maps your energy use and identifies practical ways to move electricity demand away from busy periods, such as adjusting production controls, adding a battery or using a heat buffer. This grant pays for the assessment; Flex-e has separate routes for a technical feasibility study and for installing measures.
The adviser must visit the site at least once and consider your growth and sustainability plans for the next five years. For consumption data, use one representative calendar year selected from the preceding three years. Choose the year whose consumption best resembles your expected future annual consumption. The report must meet the published minimum-content requirements and cover local grid constraints, feasible measures, their investment costs and estimated payback periods, and a recommendation of the most promising option. Costs of your own staff, routine operation and maintenance, and creating or enlarging the grid connection are excluded.
Eligibility
- Your organisation must be registered with the Dutch Chamber of Commerce (KvK). Its electricity connection must be in the Netherlands, in a postcode area declared by the grid operator to have congestion for electricity consumption: the grid cannot accommodate all the electricity users want to draw. The connection must be strictly larger than 3×80 amperes, with a metering-company contract to record consumption.
- The connection and transport agreement (ATO) with the grid operator must be in your organisation’s name. A tenant without its own ATO cannot apply; the building owner with the ATO may qualify. If your ATO is pending or outdated, RVO accepts an invoice from the energy supplier, metering company or grid operator that is no more than two months old when you apply.
- Cooperatives, owners’ associations and energy hubs can qualify with their own KvK number and large connection in their name. Joint applicant arrangements, such as consortia, do not receive funding. Municipalities and provinces are excluded, but water boards can apply.
- Your main business activity must not be generating or storing energy, trading energy, or providing services that balance electricity supply and demand. Fishing and aquaculture businesses cannot receive the scan grant. RVO also rejects an activity reasonably expected to increase your fossil-energy use.
- Hire a knowledgeable, independent energy adviser. You cannot do the scan yourself or hire your parent or subsidiary company. The adviser cannot manufacture or supply flexibility equipment; an adviser that installs equipment produced and supplied by third parties can qualify. The advice must consider different suitable solutions rather than only one product.
- You must not already have received a subsidy for the same activity, including local and regional grants. You may combine Flex-e with the Energy Investment Allowance (EIA), a tax benefit. Apply for only one Flex-e component at a time; you can seek another component in the same round after completing the first. Each establishment or linked company can apply on the basis of its connection’s EAN identification code.
- Your organisation must not be an “undertaking in difficulty” under the EU rules used by RVO. Check this through RVO’s financial-status questionnaire. Complete the decision questionnaire, which asks questions and may require financial calculations, then sign the declaration confirming the outcome. Send both with the application.

- Complete applications are assessed in order of receipt.[^c16]
Choose an adviser and obtain a quotation signed by both parties. It must describe the work, approach, schedule, report, hours and rates, additional costs and total cost excluding VAT. The quotation or order must be conditional on RVO awarding the subsidy. A scan already carried out cannot be funded.
Apply through the “Direct aanvragen” link on RVO’s scan page using eHerkenning level 2+ or higher. Include your organisation and adviser details, contact details, the connection’s EAN code, the ATO or accepted recent invoice, signed quotation and financial-status documents. RVO assesses complete applications in order of receipt.
If approved, RVO pays the whole grant as an advance and may select you to request final determination of the grant. Finish the scan within one year of the grant award; if needed, request an extension from RVO. Keep a copy for at least four years and cooperate with programme evaluation for five years after final grant determination. RVO may ask for the non-confidential scan results.
