RENOINN collective renewable energy grant for vulnerable consumers
Grants for collective solar or wind self-consumption with storage in Spain, sharing electricity with households receiving the bono social electricity discount.
Cette fiche est actuellement disponible en anglais.
Programme 4 of RENOINN supports shared solar or wind generation with electricity storage. The installation supplies a group of consumers using collective self-consumption arrangements under Royal Decree 244/2019, with or without surplus electricity exported to the grid.
IDAE awards non-repayable grants competitively. The requested grant is calculated using generation and storage modules: fixed amounts per unit of installed power or storage capacity, subject to the programme ceilings. The award cannot exceed eligible expenditure; the rules also cap aid at EUR 30 million per company and investment project. In the second call, the storage module applies only to eligible electrochemical storage; hydraulic storage receives EUR 0 per kWh.
Eligibility
- Public or private legal entities must be validly constituted and registered. Groups of these entities may apply without a separate legal personality; their members are also beneficiaries. Statutorily associated members can carry out the funded activities on behalf of a legal-entity beneficiary. Communities of property owners governed by Spain’s Horizontal Property Law may also apply. The central state administration is excluded.
- The second-call size requirement is at least 100 kWp of solar peak capacity or 100 kW of wind power. You may group installations of the same technology and beneficiary, each strictly above 15 kWp or 15 kW, to reach at least 100 kWp or 100 kW. Each installation must independently meet the technical requirements.
- At least 10% of associated consumers must be vulnerable consumers receiving the bono social under the applicable rules. They must receive at least 10% of the installation’s expected electricity. Round the calculated number of vulnerable consumers to a whole person, with at least one included in every case. Maintain both the number and energy allocation for at least five years, alongside the subsidized use of the equipment and activity.
- Connect the installation to the grid, a consumer’s internal network or the connection installation of a building governed by the Horizontal Property Law. It must serve collective self-consumption. The project must be in Spain.
- Include at least 0.5 kWh of electricity storage per kW of generation. Only storage up to 5 kWh per kW can receive aid; extra capacity is allowed at your own cost. At least 75% of the storage’s annual energy must come from directly connected renewable generation. Lead-acid storage is excluded. Storage must have a minimum five-year warranty covering at least 70% charging and discharging capacity, technical support in the EU, and comply with European data-protection and cybersecurity rules. For solar installations, total nominal inverter power cannot exceed the panels’ peak power.
- Apply before starting the investment. The rules identify publication of tender specifications as the start for public procurement and the first binding equipment commitment that makes the investment irreversible for private legal entities. Preparatory permit work and feasibility studies may precede the application.
- You must be current with tax and social-security obligations, meet applicable commercial payment deadlines, and avoid the legal exclusions for grant recipients. Companies in crisis are excluded, as are applicants with final convictions for the specified environmental crimes within the preceding five years or final sanctions for very serious environmental breaches within the preceding three years.
- Avoid significant environmental harm and complete environmental assessments where required. At least 70% by weight of non-hazardous construction and demolition waste must be prepared for reuse, recycling or other material recovery, excluding natural material in waste category 17 05 04. Projects involving demolition must use selective demolition; subcontractors must meet the environmental requirements.
- Other Spanish public grants can be combined only within project-cost and applicable State-aid limits. Other EU aid for the same purpose is incompatible. Immediately disclose other support requested or awarded for the project to IDAE, before justifying the funds.
Failure to meet grant conditions can result in loss of payment or repayment of the grant.

- Second call; closed. Deadline was12:00 mainland Spanish time.
The second call closed on 19 February 2026 at 12:00 mainland Spanish time. Check IDAE’s RENOINN programme page for any later call. The project promoter submits one application for the whole project through IDAE’s electronic office; associated consumers do not submit separate applications. Use the call’s application guide and electronic forms, with the required electronic certificate.
Participation normally requires security of EUR 20,000 per MW to ensure the project is delivered as agreed. Lodge an aval (a third-party guarantee) or surety insurance with the Caja General de Depósitos. Communities of property owners and other entities without legal personality are exempt from this participation guarantee.
The statutory exemptions also cover eligible public administrations, their linked or dependent bodies, state-owned commercial companies and state public-sector foundations, and equivalent regional and local entities. They cover entities exempt by law from providing security to public administrations, and nonprofits and their federations, confederations or groups carrying out social-action and international-cooperation projects or programmes. Awards below EUR 3,000 are also exempt, subject to the rule for applicants domiciled outside Spain without a permanent establishment there: unless they are advisory bodies of the Spanish administration, those applicants must provide a guarantee. An optional advance payment has separate guarantee requirements.
For the second call, complete the works by 30 June 2030. Completion requires the relevant electrical installation certificate, registration of the request for operating authorization or commissioning where required, the collective electricity-sharing agreement, and the technical project or design document submitted to the regional authority. Submit justification within three months after the maximum execution deadline, including evidence that the vulnerable participating consumers receive the bono social.
Report actual operating data, expenditure and progress every six months. Keep supporting documents available for checks. IDAE pays the final grant after verifying delivery and eligible expenditure. Changes affecting approved technical, financial or timing conditions require a justified request to IDAE before the execution deadline and approval of a modified grant decision. They must arise from unforeseen exceptional circumstances, preserve the project’s purpose and environmental commitments, and cannot increase the grant. Budget transfers between eligible cost categories need no authorization if increases do not exceed 20%, are offset by reductions elsewhere, are justified and do not change the project’s assessed score or total grant.
