Grant for roof, window and door renovations

Kommunalkredit Public ConsultingÁustria

Grants for businesses, municipalities and other organisations insulating roofs or top-floor ceilings, or renovating windows, exterior doors and gates in older Austrian buildings.

Esta oportunidade está atualmente disponível em inglês.

You can receive a one-off grant that does not have to be repaid for individual improvements to a building’s insulation. This route covers roofs and top-floor ceilings, windows, roof windows, exterior doors, rooflights and qualifying gates. The building must be more than 15 years old.

The business grant is calculated at €55 per m² of windows, doors and gates, €16 per m² of flat or pitched roof, and €7 per m² of top-floor ceiling. It cannot exceed 30% of eligible material, installation and planning investment costs. Municipalities receive 60% of the calculated business grant, capped at 18% of eligible costs. Municipal enterprises carrying out market-based activities use the business conditions.

The grant is paid as de minimis aid: a form of public support with a ceiling across your undertaking’s other de minimis awards. Unless a separate de minimis regime applies, that ceiling is €300,000 over three years. Declare previous awards in the online application. You may combine this grant with provincial funding within the applicable state-aid limits.

If several improvements substantially reduce heating demand, the separate comprehensive-renovation route may fit. That route requires applying before ordering and carrying out the work; this individual-measure grant is applied for after completion.

Eligibility

Businesses, other organisations carrying out economic activities, associations, religious institutions, public-law bodies and Austrian municipalities can apply for qualifying work in Austria. The investment must be at least €10,000 excluding VAT.

Only areas and windows in heated, commercially used parts of the building qualify. In mixed-use buildings, private-use areas and permanent residential use, including rented housing, are excluded. Work forming part of a building extension is also excluded.

The U-value measures how much heat passes through a building element; lower values mean better insulation. Roofs and top-floor ceilings must have a U-value no higher than 0.14 W/m²K. Insulation at least 26 cm thick is accepted as meeting that threshold; thinner insulation needs a calculation for the building element. Windows, roof windows and exterior doors must have a Uw-value no higher than 1.1 W/m²K; rooflight domes and strips 1.4 W/m²K; sectional and roller gates 1.7 W/m²K. The window, door and gate values must refer to the OIB RL 2019 test dimensions. Their dimensions and technical values must appear on the invoices.

Interior doors, insulation and screed between heated floors, disposal costs, roof coverings, metalwork such as gutters, attic conversions and continuous glass façades are excluded. Follow your province’s building regulations and, where applicable, federal procurement law.

Invoices normally name the applicant; with leasing or contracting they may name the leasing company or contractor. Eligible invoices are assessed excluding VAT and after deducting discounts, even unused discounts. Unpaid amounts and invoices below €500 net are excluded. Cash payments can be recognised only up to €5,000 net per supplier. Your own personnel’s work is excluded; own equipment use and stock withdrawals require detailed records.

Leasing, hire purchase and contracting are allowed only where public funding is national and there is no EU cofinancing. Submit the contract, underlying purchase invoice and proof of payments. The funded measure must belong to you or pass into your ownership by the final instalment. Payment of the grant is limited to deposits and instalments you have actually paid by settlement, excluding interest and fees. EU cofinancing excludes these financing arrangements.

Flat-rate programmes do not normally require comparison quotations. KPC may select qualifying projects for EU cofinancing; the first page of your grant contract identifies the fund. ELER is the EU’s rural-development fund. If your contract identifies ELER cofinancing, its special rules require one price quote for orders of €1,000–€5,000, two for orders above €5,000–€10,000, and three above €10,000. Quotes from connected or partner companies cannot establish price reasonableness. If the supplier is connected, shares officers or shareholders, or can influence business decisions, submit three independent comparison offers, giving four price quotes in total.

Keep the funded improvements in operation for at least ten years and retain the records throughout the ten-year contract. With ELER cofinancing, keep the submitted invoices available for ten years from the end of the year in which the grant was fully paid. Maintain the environmental benefit and promptly notify KPC of changes to ownership, company participation, the legal entity or rights over the measure, including changes within ten years after completion. Contract breaches can lead to repayment.

If a group treasury pays the invoices, provide proof of those payments and proof that you settled the charges within the project period.

How to apply

Condições do período de candidaturas
  • Apply after completing the work and no later than six months after the invoice or final invoice date.

After completing the work, apply exclusively through KPC’s online Thermische Bauteilsanierung form. Submit within six months of the invoice date, or final invoice date where applicable.

Upload the signed grant settlement form, itemised invoices showing the relevant dimensions and thermal values or insulation thickness, and official photo identification of the person signing the form. For leasing or contracting, include the financing contract and evidence of instalments already paid.

Apply for project or cost changes using KPC’s Nachantrag amendment form as soon as you know about them and always before the application is approved. The affected supplies and services must meet the same formal and submission-timing conditions as the original application. A bank report is required from an investment of €500,000, and also when the measure is your business’s main activity or the project is selected for EU cofinancing, even if you take no loan.

KPC assesses the complete application. After approval, you receive a payment letter, which concludes the grant contract, followed by payment to your account.
