Home floor-insulation grant
Up to €1,460 towards professional floor insulation for owner-occupiers of poorly insulated homes in Duiven.

You can receive a municipal contribution to have the existing floor of your home insulated by a building or installation company. This page covers professional floor insulation carried out in 2026, through the collective purchase route or a declaration after the work. The support helps reduce the heat your home needs.
The total municipal contribution is at most €1,460 per dwelling. It cannot exceed the actual eligible costs left after other subsidies requested or awarded for the same work. With the collective purchase route, the contribution is deducted directly from the contractor’s bill; with a declaration, it is paid to your bank account. Awards depend on the remaining municipal budget.
Eligibility
- You must privately own and live in the home, which must be within Duiven. This page covers individual applications for existing homes registered for residential use, without monument status and outside an owners’ association. The home must have been built before 1 January 2019, or its building permit must have been requested before 1 July 2018.
- Your home’s WOZ value, the value assigned by the municipality for property valuation, must be no more than €477,000 at the 1 January 2022 reference date.
- The home must have energy label D, E, F or G, or at least two poorly insulated component categories: floor/ground, façade/cavity wall, roof/attic floor, or windows. The municipal indicators are less than 5 cm floor/ground insulation with Rc ≤ 1.3; no façade insulation with Rc ≤ 1.1; less than 9 cm roof insulation with Rc ≤ 2.0, or no attic-floor insulation with Rc ≤ 0.5; and single, old double or HR glazing with Ug ≥ 1.6. Rc measures a component’s resistance to heat loss; Ug measures heat passing through glazing. The floor you improve must itself be poorly insulated. An energy coach can help check the home if its insulation or label is unclear.
- Have a company insulate at least 20 m² of existing floor, on its underside or upper side. Support covers no more than 130 m². The new material alone must achieve Rd ≥ 3.5 m²K/W, a measure of its resistance to heat loss; existing insulation cannot be added to reach that rating. Sprayed PIR or PUR must use HFK-free blowing agents. Extensions and demolished/rebuilt parts are excluded.
- The municipal award is available only once per dwelling and insulation measure. You must choose between floor insulation and insulation on the ground beneath it. This page covers floor work without potential disturbance of protected species; assess that risk before work. If protected animal habitats could be disturbed, the national nature-friendly insulation guideline is mandatory: animals must not be killed, breeding and winter refuges must be respected, replacement habitats provided and the nature calendar followed.
- The municipality may refuse all or part of a grant when costs are unreasonable for the result, the work does not meet the scheme’s purpose, the amount exceeds the cap or net eligible costs, a measure merely adds a new element rather than replacing an outdated one, it is easily reversible, or the budget is exhausted.

- Applications are invited now. Eligible residents without a letter code can email samen1nergie@1stroom.nl. Awards follow receipt order until the budget is exhausted.

Apply through Regionaal Energieloket using the home code in your invitation letter. If you meet the conditions but have not received a letter, email samen1nergie@1stroom.nl to enter the scheme. For help, call 088 525 41 10 during office hours.
For collective purchase, register with your name, address, home details and contact details; the scheme’s selected insulation company carries out the work and applies the discount. If you choose your own company, use the declaration route after the work and apply within 24 months of completion. Keep photographs before, during and after the work; the during-work photograph must identify your address and show the installation. Supply your contact details, proof of payment, the contractor’s quotation and invoices separating eligible costs and stating the execution date, net insulated area, insulation value, material type and thickness, and material product code. Include the contractor’s address and contact details. Check the material’s code on RVO’s approved product list.
The professional route follows the applicable ISDE conditions where these differ from the municipal rules. The municipal €1,460 contribution is separate from the national ISDE award, which has its own application. Applications are considered in order of receipt until the municipal budget is used. The ordinance runs through 31 December 2028.
