Residential Air Source Heat Pump Rebate

You must own the home or be its designated representative, such as a property manager acting for the owner. The customer must have Manitoba Hydro electrical service, be eligible for its electricity tariffs and retain the required account-holder status. The installation must serve the primary residence, occupied 12 months a year and heated throughout September–May.

The existing home may be heated primarily by electricity, natural gas, propane or fuel oil. The programme supports a heat pump supplementing electric-resistance or natural-gas heating, and conversions from propane or oil. New homes, seasonal or unheated buildings and systems serving only a new addition do not qualify. A home already using a heat pump for heating is ineligible, including replacement of that heat pump. For partially heated buildings or an indoor set temperature below 10°C, the terms provide a proportionally reduced rebate; the year-round occupancy and heating requirements still apply.

Use an Efficiency Manitoba registered contractor that employs a refrigeration mechanic licensed in Manitoba. A contractor joining the network must register before submitting the application. The designer must have the credentials required by the relevant permitting authority, and the work must meet Manitoba’s energy-efficiency and building-code requirements. If the building is outside Part 9 of the Manitoba Building Code—the provisions for housing and small buildings— the designer must check the applicable code with the local authority.

Equipment must be new, ENERGY STAR certified and listed as a cold-climate air-source heat pump on Natural Resources Canada’s Canada Greener Homes eligible-product list. The outdoor unit, indoor unit and furnace, where applicable, must form an AHRI matched system: a certified combination of components. For “coils-only” systems, which add the heat-pump coil to an existing furnace, compatible furnaces may be used instead of the specified matching furnace; a more efficient ECM fan motor is recommended, not mandatory.

Your contractor must verify all of these technical requirements:

• Seasonal efficiency ratings of HSPF2 Region V at least 6.6 and SEER2 at least 15.2, for heating and cooling respectively.
• At −15°C and maximum output, a coefficient of performance (COP) of at least 1.8: at least 1.8 units of heat for each unit of electricity.
• At −15°C, at least 70% of the rated heating output at 8.3°C.
• A compressor with at least three distinct speeds or continuously variable speed, and a performance rating certified to CAN/CSA-C656-14.
• Sizing for up to 100% of the building’s unoccupied transmission and infiltration heating load: heat lost through walls, roofs, floors and other building surfaces, and through air leaks, calculated without occupants’ heat gains.

Disclose assistance received or sought from other programmes. Equipment receiving other federal, provincial, Manitoba Hydro or Efficiency Manitoba energy-conservation assistance may be ineligible unless Efficiency Manitoba agrees otherwise in writing. The combined equipment-cost limit remains.

Choose a registered contractor through the official offer’s supplier directory. Before installation, arrange the required heat-loss/gain calculation, which estimates the heating and cooling the home needs. A pre-retrofit EnerGuide assessment is recommended to identify improvements, rather than a required condition for this rebate.

The calculation summary must break down heat transfer through the roof, walls, windows, doors and floors, air leakage, and ventilation where applicable. The natural air-leakage assumption cannot exceed 0.3 air changes per hour. Continuous ventilation assumes heat recovery; loads beyond that system’s capacity are assessed individually. Intermittent ventilation and door-opening loads are excluded. Manual, spreadsheet or software calculations using ASHRAE, HRAI or CSA F280 methods are accepted under the guide. Efficiency Manitoba reviews the results and may request the model or spreadsheet files.

From 1 April 2027, every rebate application must include a CSA F280-12 heat-load calculation. This identifies the specific calculation standard required from that date; the current guide already requires a load calculation. The separate supplier incentive does not increase the homeowner’s rebate.

Your contractor obtains the necessary permits and licences, then installs the qualifying system. Once the system is installed, operating and fully paid for, the contractor submits the rebate application within 90 days of the installation date shown on the invoice. Efficiency Manitoba then emails you a link to complete your part. Supply itemized invoices identifying the equipment models, quantities and AHRI number, installation address and date, permits, costs including labour and taxes, and proof of payment.

Efficiency Manitoba reviews the completed application and may inspect the installation before mailing an approved rebate cheque. Deposit it within 90 days of issue. Keep the equipment in place as installed for at least 36 months after installation and permit inspections during that period. Obtain Efficiency Manitoba’s prior consent before reselling removed or transferred equipment, except as scrap. Report relevant application changes immediately; loss of account-holder status or other noncompliance can cancel payment or require repayment under the terms. Programme changes or termination may affect applications in progress.
