KlimaPlus+
Grants help adult Minden residents buy or privately lease a new or used cargo bike, with or without electric assistance.
The cargo-bike route within KlimaPlus+ pays 20% of the purchase price or lease payment, up to €600 per vehicle. A lease subsidy is paid once, as a single grant. The programme supports lower-emission mobility.
Payments must reach at least €50 per application. The programme-wide limit is €3,000 per household per year across different measures. Other grants can be combined where both programmes permit it, but all funding together must not exceed eligible costs. Tax relief, discounted loans and EEG feed-in payments do not count as grants for this combination rule. The city does not check compatibility with other schemes for you. The grant is a gross payment whose tax treatment you must account for in your tax return.
Eligibility
- You must be an adult individual with your main residence in Minden. The programme applies within Minden’s municipal area.
- Only one cargo bike is funded per household and applicant. The bike must have a permanently fitted manufacturer-standard device for legally carrying children or goods, and its permitted total weight must allow at least 40 kg of load in addition to the rider. New and used bikes qualify, with or without electric assistance. Employer-provided or employer-financed lease schemes, such as Job-Bike or company bikes, are excluded.
- Wait for the positive funds-reservation decision before ordering, buying or starting a lease. The same measure cannot be funded again after a positive payout decision. Costs must be demonstrably reasonable, and the measure must comply with the law; legally required measures and your own labour are excluded.
- Keep the bike for your own use for at least three years; a lease must last at least three years. The retention period starts when the grant is paid. Ending it early requires proportionate repayment. Permit city inspections after advance notice during this period; inability to present the bike may lead to full or partial recovery.
- Tell the city immediately about changes to your reservation application. Breaches or later-discovered facts that would have prevented approval can lead to full or partial recovery. You must agree to the city’s anonymised use of submitted implementation photos for publicity.

Apply online through the City of Minden’s KlimaPlus+ service for a reservation of funds (Mittelreservierung). Include a short description and a complete copy of a valid identity card or residence permit. Wait for the positive decision before proceeding.
Within three months of receiving that decision, complete the purchase or lease and submit the complete payout application yourself. Supply the purchase or lease contract, invoice naming you and identifying the bike, receipt or bank statement proving payment in your name, and the bike’s technical data sheet. The city pays after checking the documents and issuing the grant decision. A deadline extension is discretionary: request it in writing before the deadline where special circumstances, such as delivery delays, justify it.
Use the official forms; informal applications are not accepted. Exceptional paper applications require prior telephone agreement with the city. Applications are processed in arrival order. Funding is budget-limited: a component stops accepting applications when its budget is exhausted, without a waiting list. The 2026 budget is nearly exhausted; the current notice specifically stops renovation reservations. Awards are discretionary and there is no legal entitlement. The city may reduce funding or stop the programme during the year if its financial position changes substantially.
